LOUIS COUNTY LIBRARY DISTRICT\nREOUEST FOR PROPOSALS\n\nDATE ISSUED: November 4, 2022\n\nThe Board of Trustees of the St. Louis County Library District (\u201cLibrary\nDistrict\u201d) is accepting proposals (\u201cProposal\u201d or \u201cProposals\u2019\u201d) pursuant to this Request\nfor Proposals from qualified Proposers for providing Manufacturing Services for\nMobile Outreach Vehicles (the \u201cProject\u201d).\n\nAll Proposals are due no later than 2:00 P.M. C.D.T., on December 8, 2022.\n\nProposers shall complete the Proposal as required in this Request for Proposals\nand deliver the completed Proposal by email only to Eric Button, ebutton@slcl.org.\nThe email subject line should be \u201cRequest for Proposals - Manufacturing Services for\nMobile Outreach Vehicles.\u201d\n\nTo protect the integrity of the Proposal selection process, any questions\nconcerning this Request for Proposals, the Proposal process or Proposal
specifications\nshall be emailed only to Eric Button at ebutton@slel.org in accordance with this\nRequest for Proposals.\n\nIt is anticipated that the Proposals will be considered by the Library District\u2019s\nBoard of Trustees at the December 19, 2022 meeting after consideration by the\nSelection Committee and recommendation to the Director.\n\nThe Library District reserves the right to reject any and all Proposals and to\nwaive formalities in the best interests of the Library District.\n" "BACKGROUND\n\nThe Library District is a political subdivision of the State of Missouri. The\nBoard of Trustees (\u201cBoard of Trustees\u201d) of the Library District is a body corporate with\nall the powers and rights of like or similar corporations serying more than 863,000\nLibrary District residents. All management and control of the Library District is vested\nin a Board of Trustees consisting of five Trustees appointed by the County Executive\nof St. Louis County, Missouri. The Trustees serve staggered four-year terms.\n\nThe Board of Trustees appoints a qualified librarian who holds that office at the\nBoard of Trustees\u2019 pleasure as the chief executive and administrative officer\n(\u201cDirector\u201d) of the Library District.\n\nThe Board of Trustees has the power to purchase grounds, erect appropriate\nbuildings and improve existing buildings for the use of the Library District and its\nbranches out of funds available or through the issuance of bonds or otherwise.\n\nThis Request for Proposals is for the provision of Manufacturing Services for\nthe Project.\n" "GENERAL REQUIREMENTS\n\nThe Project is subject to all applicable laws of the State of Missouri governing\nthe Library District including but not limited to the following:\n\ne Missouri law prohibits all employers from employing aliens unlawfully present\nin the United States to perform work within the State of Missouri, including the Project\nand Proposers must comply with the provisions relating thereto in Section 285.530\nRSMo, as amended.\n\ne All Proposers on Library District contracts for services in excess of $5000 must\nprovide the Library District with documentation and a sworn affidavit, with respect to\nemployees working in connection with the contracted services, affirming enrollment in\na Federal Work Authorization Program (\u201cFWAP\u201d). The affidavit shall also provide\nthat the Proposer does not knowingly employ any person in connection with the\ncontracted services who is an unauthorized alien. Such affidavits must be provided\nwith the Proposal.\n\n\u00ae In the event that the contract for the services described in this Request for\nProposals is for $100,000 or more, and the successful Proposer employs ten (10) or\nmore employees, the contract shall include a written certification that the Proposer is\nnot currently engaged in and shall not, for the duration of the contract, engage in a\nboycott of goods or services from the State of Israel; companies doing business in or\nwith Israel or authorized by, licensed by, or organized under the laws of the State of\nIsrael; or persons or entities doing business in the State of Israel.\n\ne Every transient employer must comply with Sections 285.230 through 285.234\nRSMo, as amended, when applicable.\n\ne Pursuant to Sections 34.070 and 34.073 RSMo, the Library District prefers to\npurchase those materials, products and supplies which are produced, manufactured,\ncompounded, made or grown, within the State of Missouri when they are found in\nmarketable quantities and are a quality suited to the purpose intended, and can be\nsecured without additional cost over out-of-state products. Quality and fitness of\narticles will be considered in making purchases or letting contracts. Similarly, in letting\ncontracts for the performance of any job or services, the Library Distriet prefers\nMissouri firms, corporations or individuals, or firms, corporations or individuals which\nmaintain Missouri offices, when the quality of performance promised is equal and the\nprice quoted is the same or less.\n\nIn addition to the general requirements listed above, the successful Proposer shall\ncomply with all laws, ordinances, regulations and orders of federal, state, county, and\nlocal governing authorities pertaining and applicable to the successful Proposer and/or\nthe Library District.\n\nApplicable insurance coverage must be provided by the successful Proposer\nbefore any work can be started on the Project.\n\nThe Library District will make every effort to target and utilize\nMinority/'Women Business Enterprises (MBE/WBE) by using the Missouri\n" "Minority/Women Business Enterprise Program Directory as a source of identification\nof potential proposers. The Library District Policy provides that MBE/WBEs must be\ncertified by the Office of Supplier and Workforce Diversity (OSWD), State ofMissouri,\nand that such entities will be provided an equitable and fair opportunity to submit\nproposals.\n\nThese General Requirements, this Request for Proposals, the Proposal and the\nspecifications and instructions of the Project shall be incorporated in the contract and/or\npurchase order signed by the parties should the Proposer be awarded a contract under\nthis Request for Proposals.\n" "SCOPE OF WORK\n\nThe following Scope of Work provides an overview ofthe terms and conditions\nbeing sought by the Library District for the Project:\n\n1. GENERAL SPECIFICATIONS\n\n1.1 Scope\n\n1.1.1.\n\nThe intent of this specification is to describe the construction of two (2)\n34-foot (approximate) long front-engine forward control cab chassis\nstyle trucks into Mobile Outreach Vehicles (\"Vehicles\u201d) for use by the\nSt. Louis County Library District. The units shall be built on a 25,900 Ib.\nGWWR (approximate) chassis for adequate support of the van body,\nconversion, and diversified collection of approximately 3,000 items.\n\n. The Vehicles described herein is intended to provide contemporary\n\nmobile library and literacy services to patrons of all ages in an\noperationally efficient manner. The units will operate within an urban\nenvironment in Missouri and shall be designed and equipped to safely\noperate in an environment of flat paved roadways. The units will be kept\noutside the Library District when not in service.\n\n. It is the Library Distric\u2019s utmost goal to ensure that the outreach\n\nVehicles are well-equipped to operate efficiently and safely in this\nenvironment.\n\n. Weight loading shall be of significant concern during the conversion of\n\nthese Vehicles for efficiency reasons. Substantial effort has been put\ninto the interior design with this factor in mind. Proposer is cautioned\nto use the lightest materials and construction methods available that will\nmeet all specifications as described herein and make recommendations\nas appropriate for lightening the static load of the conversion.\n\n\u201a5. Renewable and/or recycled materials shall be used as practical during\n\nthe conversion of these Vehicles.\n\n. The successful Proposer shall furnish all materials not specifically\n\ndenoted as \u201ccustomer supplied\u201d, as well as the labor to complete the\nconversion of the outreach Vehicles specified herein, as shown on the\nattached drawings, or as required to complete and/or exceed the\ngeneral intent of these specifications.\n\n. These specifications have been developed by Specialty Vehicle\n\nServices, LLC. (*SVS\u201d) under contract with the Library District.\n\n. Any reference to a specific manufacturer or make or model of product\n\nnot followed by \"or equivalent\" or\"or equal\" may not be substituted. The\nLibrary District and/or its authorized agents shall be the sole judge of\nwhether a manufacturer\u2019s offerings are deemed equivalent for the\npurpose of this project, and all proposed \u201cequivalent\u201d or \u201cequal\u201d\nsubstitutes shall be expressiy accepted prior to installation.\n"
