Closing Date:Thu, 03/02/2023 03:00 PM CSTProject Bid Received By & Opening Information:NOTICE IS HEREBY GIVEN, that the owner, Oglala Sioux Rural Water Supply System (OSRWSS), will receive sealed bids at the Bureau of Reclamation offices in Pierre, South Dakota until March 2, 2023 at 3:00 PM CDT for the purpose of furnishing all materials, labor, equipment, and skill required for the construction of the new Reservoir and Pump Station No. 1 Improvements, and incidental items, for said owner, as is more fully described and set forth in the Plans and Specifications which are on file at the office of the Engineer. Bids will be publicly opened on March 2, 2023 at 4:00 PM CDT at the Mni Wiconi Water Treatment Plant located at 28542 Trails End Road, Fort Pierre, SD, and read aloud. of the scope of work is as follows: Base Bid – General, Civil, Structural, Process, Mechanical and Electric for the Reservoir and Pump Station No. 1 Improvements: Work generally consists of constructing a new 2.0 million-gallon (MG) AWWA D110 Type III ground storage reservoir (GSR), including the design and installation of the foundation system; reservoir appurtenances including electrical system improvements and tank mixer, including wiring and equipment for power supply; Pump Station No. 1 improvements including, replacement of two pump motor soft starters with variable frequency drives, replacement of two flow control valves, replacement of four air vacuum and air release valves; construction of an electrical room to house the new VFD’s and an air conditioning system; and all site work including concrete floor, landscaping, site restoration, and seeding. Work also consists of hot-tapping the existing OSRWSS South Coreline (SC) steel pipe and performing the work while maintaining service to the OSRWSS SC system. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form. Bids shall be submitted on the Bid Forms provided and in accordance with the Bidding Documents. No bids will be considered unless sealed and filed at the Owner, OSRWSS. Each bid shall be accompanied by a separate envelope containing bid security and other requirements of the bid, in an opaque envelope, which shall be plainly marked with the project title and the name and address of the Bidder. Bids security in the amount of 10% of the amount of the bid in the form of a Bid Bond or in the amount of 5% of the amount of the bid in the form of a cashier’s check must accompany each bid in accordance with the Instruction to Bidders. Bid security of the three lowest Bidders will be retained until the contract has been awarded and executed, but not longer than sixty (60) days from the date of the bid opening. The successful Bidder, and all subcontractors, are required to provide evidence of a valid Oglala Sioux Tribal business license. The successful Bidder is responsible for payment of all required Tribal and State of South Dakota fees, sales tax, and usage tax as described in the contract documents. The successful Bidder is required to meet all requirements of the Bureau of Reclamation (BoR) Supplemental Provisions as described in the contact documents. Included in the BoR Supplemental Provisions are the requirements; of Executive Order 11375 regarding equal opportunity employment, requirements of the Davis-Bacon wage act, the buy American provisions of Section 501 of the Energy and Water Development Appropriations Act, and other requirements fully described in the contract documents. The Owner reserves the right to reject any and all bids and to waive any irregularities or informalities therein and to award the Contract in the best interests of the Owner. No Bidder may withdraw their bid for a period of 60 days after the bid opening.
