Bids to Owner's Agent Description Scope of Services The City of Laguna Beach is committed to addressing the challenges of climate change and create a safer, sustainable, and more resilient future. The City is inviting proposals for services from qualified consultants (hereinafter “Consultant” or “Consultants”) for the preparation and adoption of a comprehensive Climate Action and Adaptation Plan (“CAAP”) compliant with the California Environmental Quality Act (“CEQA”). Other Details The CAAP will set forth actionable and measurable policies and strategies to address the challenges of climate change, as described herein the scope of services (hereinafter “Scope of Services” or “Project”). The CAAP must include, but is not limited to, the following four (4) main Objectives: 1) provide an inventory of all greenhouse gas (“GHG”) emissions, establish clear, tier level GHG emission reduction targets, strategies and actions to enable the City to achieve or exceed its GHG reduction goal of net zero by 2045 or sooner; 2) identify risks and vulnerabilities, and map climate adaptation strategies and resiliency measures; 3) incorporate community and stakeholder input in the development of the CAAP document; and 4) provide the means to measure, monitor and report the ongoing progress and effectiveness of the CAAP. The final CAAP document must be reader-friendly and contain infographics and summaries, and work as a living document to comply with all current and future statutory obligations, as well as establish a policy framework that propels the City towards a transformative and resilient future. Consultant shall include in the Proposal, an implementation timeline that will outline target due dates for each phase, deliverable, and/or Objective as set forth under the Scope of Services, to include, but not limited to, target due dates for: • Draft outline of the CAAP document and the final CAAP document • Gap assessment analysis • GHG inventory baseline report • Tiered Strategic GHG Emissions Reduction Plan (both aggressive and conservative) • Public outreach and stakeholders’ engagement schedule for the CAAP document development • Educational and public outreach schedule for the CAAP implementation • Climate Vulnerability Assessment • Ongoing reporting and progress updates of the CAAP • Marketing & Communications Plan As part of the proposal submission, Consultant shall identify potential funding sources and grant opportunities to help offset the cost of the Project. Proposals should include reasonably foreseeable CEQA-compliant responses to the outlined Objectives. Alternatively, Proposals should identify certain Objectives that may warrant an addendum (or addenda) to the CAAP, or supplemental review, to be CEQA compliant.
