The Department of Veterans Affairs Network Contracting Office 7 (NCO 7) intends to negotiate on a sole-source basis with Varian Medical Systems, Inc. under the authority of FAR 8.405-6(a)(1)(i)(B), for software support and a workstation upgrade for the Varian ARIA/Eclipse system and associated software used with the Varian Truebeam Linear Accelerators, located at the Department of Veterans Affairs Medical Center in Decatur, GA (Atlanta VA Healthcare System). This sole source determination is based on the need to acquire software support and maintenance services for the Varian ARIA/Eclipse system and associated software used with the Varian Truebeam Linear Accelerators. Varian’s TrueBeam Delivery System products, and ARIA, Eclipse, and Velocity products use proprietary Varian technology. Only Varian can provide and install Varian software upgrades and firmware patches for Varian products. Upgrades and patches are needed to keep current with new safety features, new SW platform
upgrades and new OS (operating system) upgrades. Services shall be performed by manufacturer trained service professionals. All software shall be maintained in proper operating condition as specified by the manufacturer. Varian is the sole provider of these services.Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; (FAR 8.405-6(a)(1)(i)(B)); This is the only source available to provide these services.The North American Industry Classification System (NAICS) code for this acquisition is 811210 - Electronic and Precision Equipment Repair and Maintenance, with a size standard of $30.0 Million.A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.This notice of intent is not a request for quotations. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
