The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division (ERAD), Norfolk, VA, on behalf of the National Marine Fisheries Service (NMFS) Office of Habitat Conservation (HC), Montrose Settlement Restoration Program (MSPR), Long Beach, CA is soliciting a firm-fixed price contract to conduct a 10-acre low/high relief reef off Palos Verdes, CA. The Bunker Reef Project will involve the creation of 10 acres of rocky-reef habitat in the Palos Verdes area for the purpose of restoring limited hard substrate habitat. This project is planned to be built offshore of Bunker Point located offshore of the Palos Verdes Peninsula in Los Angeles, California, in the southeastern part of Santa Monica Bay. This reef will provide habitat for fish, marine algae, and marine invertebrates to become attached to, thus creating a productive rocky-reef ecosystem in an area with
limited hard substrate. This reef restoration will compensate for lost ecosystem benefits associated with the loss of rocky-reef habitat in the Palos Verdes area due to contamination in the sediments from the Palos Verdes Shelf Superfund Site and reef burial due to sedimentation from nearby landslides, irrigation practices, and sewage effluent.
This procurement will be issued on a 100% unrestricted basis. The acquisition will be issued as a Request for Proposals (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 15- Contracting by Negotiation and Part 36- Construction and Architect-Engineer Contracts. The applicable North American Industrial Classification System (NAICS) code is 237990, Other Heavy & Civil Engineering Construction. The small business size standard for this NAICS code is $36.5 million. The magnitude of this requirement is between $5,000,000.00 and $10,000,000.00. The RFP will be issued on or about September 17, 2018. The Government anticipates awarding one contract from this solicitation that will run from date of award until September 29, 2019. The RFP will be issued via electronic posting on the Federal Business Opportunity (FedBizOpps or FBO) web page
www.fbo.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FedBizOpps for the release of the RFP and all subsequent amendments. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to
be on the Interested Vendors List for this acquisition (see applicable tab within
