previous acquisition: Sole Source AwardProvide Brief description of the current program/effort:The Contractor shall provide American Forces Network (AFN) access, distribution, and technical/program support services (i.e., formats, promotional materials, associate director listen lines) only to those programs to which the Contractor has the distribution rights. Should AFN request that the Contractor provide feeds of programming to which the Contractor does not hold distribution rights, such as sports, awards shows and other programming for which third parties own distribution rights, and for which PBS, Inc., exclusively maintains all other rights related to the broadcast of such programming, AFN shall obtain from the underlying program rights holder such additional distribution rights, to include authorizations and clearances necessary to enable AFN to broadcast such programming. The Contractor shall make reasonable efforts to advise AFN of the underlying rights holders but failure to do so will not relieve AFN of its obligation to secure needed permission for distribution. It will be the responsibility of AFN to provide the Contractor with documented evidence of such distribution clearances and/or other associated rights when necessary.Anticipated Time Frame: July 2023 through July 2028Place of Performance: Defense Media Activity American Forces Network 23755 Z Street, Bldg 2730 Riverside, CA 92518REQUIRED CAPABILITIES: The DMA is seeking authorized sources to acquire broadcast rights to its television programming licensed. The Contractor shall provide AFN access, distribution, and technical/program support services (i.e., formats, promotional materials, associate director listen lines) only to those programs to which the Contractor has the distribution rights. This action is to acquire the broadcast distribution rights for television programming. The rights will enable the American Forces Networks (AFN-BC) to support the American Forces Network (AFN) mission. This mission is to provide a balanced representative selection of popular television information and entertainment programs of particular interest to both the primary AFN audience of DoD personnel stationed overseas and their family members. License Period: July 1, 2023, through June 30, 2024.CLIN 1001FFPThe Contractor shall provide proprietary program and movie licensing and media for one base year with four options years. This action is to acquire the broadcast distribution rights for television programming. The rights will enable the American Forces Networks (AFN-BC) to support the American Forces Network (AFN) mission. This mission is to provide a balanced representative selection of popular television information and entertainment programs of particular interest to both the primary AFN audience of DoD personnel stationed overseas and their family members. License Period: July 1, 2024, through June 30, 2025.CLIN 2001FFPThe Contractor shall provide proprietary program and movie licensing and media for one base year with four options years. This action is to acquire the broadcast distribution rights for television programming. The rights will enable the American Forces Networks (AFN-BC) to support the American Forces Network (AFN) mission. This mission is to provide a balanced representative selection of popular television information and entertainment programs of particular interest to both the primary AFN audience of DoD personnel stationed overseas and their family members. License Period: July 1, 2025, through June 30, 2026.CLIN 3001FFPThe Contractor shall provide proprietary program and movie licensing and media for one base year with four options years. This action is to acquire the broadcast distribution rights for television programming. The rights will enable the American Forces Networks (AFN-BC) to support the American Forces Network (AFN) mission. This mission is to provide a balanced representative selection of popular television information and entertainment programs of particular interest to both the primary AFN audience of DoD personnel stationed overseas and their family members. License Period: July 1, 2026, through June 30, 2027.CLIN 4001FFPThe Contractor shall provide proprietary program and movie licensing and media for one base year with four options years. This action is to acquire the broadcast distribution rights for television programming. The rights will enable the American Forces Networks (AFN-BC) to support the American Forces Network (AFN) mission. This mission is to provide a balanced representative selection of popular television information and entertainment programs of particular interest to both the primary AFN audience of DoD personnel stationed overseas and their family members. License Period: July 1, 2027, through June 30, 2028.SPECIAL REQUIREMENTS:This is an all or none requirement. DMA is seeking a vendor that can provide all services. We will not break this requirement up to meet this requirement.SOURCES SOUGHT:The anticipated North American Industry Classification System Code (NAICS) for this requirement is 512120 (Motion Picture and Film Distribution), with the corresponding size standard of $39M. This Sources Sought Synopsis is requesting responses to the following criteria from all sources that can provide the required services under the NAICS Code.To assist DMA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirement’s areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies.
