The Department of the Air Force (the “Government”) is issuing this final Request for Lease Proposal (the “RFLP”) to solicit submissions from qualified entities (“Offeror(s)”) interested in entering into a long-term ground lease (the “Lease”) to lease all or a portion of that certain real property located at Francis E. Warren (F.E. Warren) AFB, an active military installation located in Cheyenne, Laramie County, Wyoming comprised of approximately Seventy-Four (74) contiguous acres of land and more specifically depicted in Appendix A (the “Property”) from the Government for the purposes of financing, permitting, developing, constructing, installing, owning, maintaining and operating improvements upon the Property for the potential Lessee(s)’s private commercial (non-Federal government) use (collectively, the “Project”). The installation is interested in the development of a mixed-use project that would include commercial and residential opportunities. In accordance with and subject to the terms, requirements, and conditions of this RFLP, the Government will evaluate all information received in order to select “one or more” if selecting more than one Potential Lessee(s)] an Offeror(s) as a “Potential Lessee(s)” select one or more Offeror(s) as “Potential Lessee(s)” if the property and acquisition strategy supports segmenting the Property and selecting different Lessee(s) with whom to enter into lease negotiations.
