This is a presolicitation/synopsis of proposed contract action as prepared in accordance with the format in FAR Subpart 5.201, as supplemented with additional information included in this notice.The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.  There is only one responsible source and no other suppliers or services will satisfy the agency requirements, under the authority of 10 U.S.C. 2304(c)(1). All responsible sources may identify their interest and submit a capability statement or proposal which shall be considered by the agency except that foreign participation is NOT permitted. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the U.S. Air Force.A determination by the Government not to compete this proposed action, based upon responses to this notice, is solely
within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.The U.S. Air Force established a requirement for the solicitation under product code 1410 Guided Missiles, and award of a new production and sustainment contract for the Intercontinental Ballistic Missile (ICBM) Flight Test, Telemetry, and Termination (FT3) Flight Test Kits (replenishment spares), and associated ground systems and test sets used to support the Air Force Global Strike Command (AFGSC) MMIII Force Development Evaluation (FDE) Operational Test Launch (OTL) Program.  AFGSC conducts the ICBM Operational Test & Evaluation (OT&E) program in accordance with AFGSC Instruction 99-102, ICBM Operational Test and Evaluation.  The ICBM OT&E program provides accuracy and reliability planning factors to the Commander, United States Strategic Command, and evaluates the operational effectiveness and suitability of system modifications or upgrades prior to initial fielding.  The ICBM OT&E includes OTLs, which are flown from the Western Test Range (WTR) located at Vandenberg SFB (VSFB), California, and conducted by the 576th Flight Test Squadron.  The OTLs, designated Glory Trips, consist of flight tests of operational ICBMs in a peacetime environment in as near to the operational flight environment as possible from first stage ignition to impact. When flying on the WTR, the operational missiles must be equipped for range tracking, missile telemetry, and flight termination. The flight test kit integrates these capabilities into one complete system. AFGSC is planning to conduct approximately four OTLs per year through the life of the MMIII ICBM Weapon System (~2030).This noncompetitive contract action taken under the authority of 10 U.S.C. 2304(c)(1) and 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1(a)(2)(ii)(A), Only one responsible source and no other supplies or services will satisfy agency requirements due to "supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major systems or highly specialized equipment, including major components thereof, when it is likely that award to any source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition." This part of the authority is implemented by FAR 6.302-1(a)(2)(ii)(A).The Government intends to award this requirement as a noncompetitive contract action to The Boeing Company, 465 N Marshall Way, Layton, UT 84041-7287 United States (CAGE: 0B0D7). This will be accomplished via a sole source contract.It is anticipated that a solicitation will be issued on or about 31 August 2021 and contract award will occur on approximately 28 February 2022.  The contract award is to procure approximately 24 flight test kit replenishment spares and to sustain FT3 systems. The procurement is expected to cover the life of the MMIII OTL Program.  This Requirements contract includes an order/purchase for up to four flight test kit replenishment spares per year, starting in Fiscal Year 2022 through Fiscal Year 2030 for the base ordering period.  The supporting sustainment effort will begin in Fiscal Year 2023.  The contract will have an 8-year base ordering period, with two 2-year ordering period options and one 1-year ordering period option. Delivery will be to:576 FLTS, 1785 Utah Ave, Suite 1, Vandenberg Space Force Base, CA 93437576 Munitions Storage Area, 35th Street, Vandenberg Space Force Base, CA 93437One or more of the items under this acquisition is subject to Free Trade Agreements.Respondents are requested to specify whether they are large business, small business, small disadvantaged business, 8(a) concern, women-owned SB, Hub zone SB, Veteran-owned SB, or Service-disabled veteran- owned SB, and whether U.S. or foreign-owned firm.Be advised that periodic access to the websites listed above is essential for obtaining updated documentation and the latest information regarding the procurement.Questions and comments should be emailed to Jessica.Jurkowski@us.af.mil
