Intent to Sole Source Notice: Institutional Review Board (IRB) Services for the VA Sierra Nevada Health Care System (VASNHCS). Under Statutory Authority U.S.C. 253(c)(1) the Government anticipates entering into a sole source procurement negotiation with University of Nevada, Reno to provide Institutional Review Board (IRB) Services for VA Sierra Nevada Health Care System. The above authority is cited and justification made based on the determination that the Government's minimum needs can best be satisfied by services available from one source. This announcement is for services for which the Government intends to solicit and negotiate with only one source under FAR 6.302-1. Other persons may identify their interest and capability by responding to this requirement by December 2, 2022, 3:00 PM Pacific Standard Time. The applicable NAICS Code is 611310 and the size standard is $30.5 Million. This notice of intent is not a request for competitive quotes. Responses received will be

evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Vendors must show they can provide services as described in the attached Description of Services. Failure to complete the questions below will be considered non-responsive and will not be considered a viable source. Estimated Period of Performance (POP): 2/1/2022 1/31/2023 plus four one-year option periods.
