Distributed Mission Training (DMT) 22-23

The Joint Strike Fighter Joint Program Office in Arlington, VA intends to solicit and negotiate multiple contract actions on a Sole Source basis to Lockheed Martin Aeronautics Company (LM-Aero) for supplies/services necessary to provide support for the F-35.The FY22/23 Distributed Mission Training Contract (DMT 22-23),will provide for the design, development, modification, integration, test, and deployment of the latest F-35 DMT standard updates into the U.S. Service’s existing wide area networks; the integration and test of F-35 DMT capabilities into non-U.S. Partner’s point-to-point networks; and the contractor’s participation into Working Groups.The anticipated period of performance will be twenty (20) months. The anticipated start date is 01 May 2022. The contract type is anticipated to be a Cost Plus Fixed Fee (CPFF). These services shall be performed primarily at various United States Service Bases, the Netherlands, and off-site at the contractor's facilities in Fort Worth, TX,

and Orlando, FL.The Program Office intends to award this effort to LM-Aero, Fort Worth, TX. As the sole designer, developer and manufacturer of the F-35 aircraft, LM-Aero is the only source with the requisite knowledge, experience, technical expertise, proprietary technical documentation and software/algorithms required to furnish the supplies and services within the required timeframe. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, “Only One Responsible Source”, and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, any capability statements, proposals, or quotations received in relation to any portion of the scope detailed in this synopsis will be considered by the United States Government (USG). All responses received within fifteen days after the date of publication of this synopsis will be considered by the USG. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.Any parties interested in subcontracting will be referred to the LM-Aero Supplier Diversity Manager. There is no commitment by the USG to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
