ADVANCED NOTICE AND SOURCES SOUGHTMedical Coding Compliance Specialist, Medical Coding Auditing Specialist, and Program Management Support (CONUS & OCONUS)THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSALPurpose:The General Services Administration (GSA) Assisted Acquisition Service (AAS) Region 7 is providing advanced notice of an upcoming opportunity to provide world-class healthcare for our beneficiaries anywhere, anytime. Medical coding provides value to the patient and supports Defense Health Agency (DHA) mission by playing an integral role in workload, reimbursement, provider currency, decision support, population health, disability services, and more.The purpose of this notice is Multi-faceted:to provide advanced notice of this requirement to the vendor community in order to better support vendor planning and prioritization efforts through early engagement;to enable any and all capable vendors to submit to the GSA their expressions of affirmative interest in supporting this
requirement, which supports:a more robust competitive solicitation process;selection of the most appropriate contractual vehicle;selection of the most appropriate and effective evaluation methodology; andto enable the vendor community to understand GSA AAS Region 7’s processes so as to promote greater transparency into upcoming projects, methodologies, and processes.The Defense Health Agency (DHA) is a joint, integrated Combat Support Agency that enables the Army, Navy, and Air Force medical services to provide a medically ready force to Combatant Commands in both peacetime and wartime. The essential mission of the DHA Medical Coding Program Branch (DHA-MCPB) is to improve the accuracy and quality of medical coding and documentation across DHA in support of the DHA mission.DHA consists of approximately 400 military medical treatment facilities (MTFs), and 200 Dental clinics worldwide. The MTFs and Dental clinics are organized into DHA Markets, and Defense Health Agency Regions (DHARs).The DHA has a requirement to acquire high quality, professional medical coding compliance services to support all military treatment facilities (MTFs). To consist of performance of medical coding compliance and revenue integrity activities and functions.GSA AAS provides custom acquisition, project, and financial management support services to federal agencies, including the DHA. GSA AAS is conducting this acquisition on behalf of the DHA, supporting the full acquisition lifecycle in support of the DHA’s core mission activities.Anticipated Scope:The scope of the work in this requirement will encompass all MTFs and Dental clinics assigned to DHA Markets and DHARs. The work may include multiple conference calls, virtual meetings, and onsite visits to DHA organizational elements inside the continental United States (CONUS) and outside of the continental United States (OCONUS).3.2.1. The work of the Medical Coding Compliance Specialists involves, but is not limited to: significant use of computers; review of Federal laws, regulations, guidance, publications, and standards; industry guidelines, publications, and standards; development of position papers, reports, and analyses; perform investigations and provide findings on reports of non-compliance with DHA coding and documentation guidance, instructions, policies, procedures, and standards; development and performance of revenue integrity projects; and analysis, evaluation, review, and recommendations for changes and updates to the CDM and other systems and processes impacting medical coding.3.2.2. The work of the Medical Coding Auditing Specialists involves, but is not limited to: performance of routine or standard audits of all MTFs and Dental clinics assigned to DHA Markets and DHARs, such as the Data Quality Management Control (DQMC) audit; direct support to the DHA-MCPB to develop an annual work plan of medical coding audits based upon identified enterprise risk factors; when directed, performance of targeted coding and/or documentation audits of DHA Markets, DHARs, medical service lines or specialties, MTFs, or individuals; and direct support to the DHA-MCPB in performance of medical coding audits used in Government surveillance of other DHA medical coding contracts.3.2.3. The work of the Program Management Specialist involves, but is not limited to: creating, editing, and monitoring of schedules and meetings of DHA-MCPB GS personnel, medical coding compliance specialists, and medical auditing specialists; project management support to the medical coding compliance specialist and medical coding auditing specialist teams in areas of planning, project deliverable and schedule monitoring and tracking, and project resource scheduling, tracking, and utilization over multiple projects; assisting in development and maintenance of medical coding compliance and medical coding auditing webpages, metrics, and other software programs as necessary; and assisting in maintaining documentation of medical coding compliance and medical coding auditing activities and projects.Anticipated Work locations:This effort is anticipated to require support within the following geographical locations and Other sites as directed by the Government:See Attachment (Sources Sought)Anticipated Magnitude:The magnitude of this work, based upon contractual history extrapolated into the future is anticipated to be:$4M - $5M per year28 Full Time Equivalent (FTE) per year:Nine (9) FTEs for medical coding compliance specialists and one (1) FTE for lead medical coding compliance specialists.Sixteen (16) FTEs for medical coding auditing specialists and one (1) FTE for lead medical coding auditing specialists.One (1) FTE for program management specialists.Additional FTEs may be ordered in option years, subject to funding authorization and availabilityAnticipated Period of Performance (PoP):The anticipated PoP of this requirement is:06/01/2023 – 05/31/2024 (Base)06/01/2024 – 05/31/2025 (Option 1)06/01/2025 – 05/31/2026 (Option 2)06/01/2027 – 05/31/2028 (Option 3)06/01/2028 – 05/31/2029 (Option 4)Anticipated Evaluation Methodology:  TBDHistory:  New requirementExpressions of Interest:Vendors interested in this upcoming opportunity may submit their expressions of interest and capability statements to the GSA Contracting Officer (CO) and Project Manager (PM), and authorized GSA employee by providing a response that includes the following information, limited to no more than five (5) pages. Vendor Name / Address - POCVendor POC, email, and phone numberName of any Best in Class (BIC) Contractual Vehicles held and associated Contract NumbersName of any Joint Ventures (JVs) or Contractor Teaming Arrangements (CTAs)Name of any Best in Class (BIC) Contractual Vehicles held by JVs and CTAs and associated Contract NumbersList of Items or considerations that would make your firm more likely to bid on this requirementList of Items or considerations that would make your firm less likely to bid on this requirementDescription of your firm’s capacity to support a requirement of this magnitudeGeneral description of your firm’s support on behalf of similar requirements in the pastThe vendor’s expression of interest response shall be in the form of an email entitled “Medical Coding Compliance Specialists & Medical Coding Auditing Support FY23 Expression of Interest:  Vendor Name” to the email addresses below:Please note that GSA AAS Region 7 is not seeking generalized “marketing” materials or generalized emails in response to this notice, but specific responses that address the items indicated above in order to precisely understand vendor capabilities, contractual vehicle capacities, and intent to provide a solicitation response to this specific requirement. Generalized marketing materials or responses that do not address the specific items described above, or which do not bear the email title described above, will not be considered in the market research phase of this acquisition.Follow-On Actions:Based upon responses received in response to this notice, GSA AAS Region 7 may hold a pre-solicitation conference in late Q1 of 2023 for the purposes of more precisely discussing the scope, selected follow-on contractual vehicle selection and competitive nature of the proposed solicitation, evaluation methodology and best-value selection process, anticipated milestone dates, and vendor Question and Answer (Q&A).  Note that at this time, GSA AAS Region 7 is not requesting vendors to provide questions, but only to supply an expression of interest in the format requested above.Vendors are responsible for properly marking and clearly identifying proprietary information or trade secrets contained within their response. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly marked and clearly identified.
