This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopsis of Proposed Contract Actions."US Army Corps of Engineers (USACE), Portland District intends to negotiate/award a sole-source contract with American Vulkan Corporation. The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1 and DFARS 206.302-1, Only one responsible source and no other services will satisfy agency requirements.Dredge Essayons uses a proprietary engine to reduction gear and/or engine to dredge generator carbon fiber shaft arrangement with highly flexible couplings as each end of the shaft. During the alignment inspection of the engine to reduction gear, after refloating the ship, it was discovered that the engine end flex coupling Membranes were fractured beyond use. Further inspection of the dredge generator engine end couplings showed fractures in each coupling Membrane. The manufacturer of the propulsion
and dredge generator coupling and carbon fiber shaft arrangement is Vulkan. This drive train uses proprietary components provided by American Vulkan Corporation.This acquisition is to provide mission critical proprietary replacement Vulkan Membrane and Element parts for the Essayons. The time and cost of reverse engineering will be too large for the Government to proceed with full and open competition.A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 333613 - Mechanical Power Transmission Equipment Manufacturing. The size standard is 750 for this NAICS code defined by the U.S. Small Business Administration.THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. All responsible sources may submit a capability statement to the contracting officer before the notice end date. If no affirmative written responses are received by 07:00 AM local time on 13 May 2019, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
