QUESTIONS / ANSWERS: ITEM 1.4 QUESTIONS / ANSWERS: See below. Question: Can we be provided a copy of the topo and Geotech at this time? Answer: These are currently being finalized and will be provided with the RFP documents to the short- listed firms. 3 Question: The RFQ letter has 3 PM as the deadline on the 18th, but the timeline shows 5 PM. Which is the correct time? Answer: See Item 1.3 of this addendum. Question: The RFQ asks for respondents to provide form 330 and 350, we do not see them in the package. Can they be provided, or point us to where we can locate them? Answer: See Items 1.1 and 1.2 of this addendum. Question: Page ES-vii of the October 2019 Kleinschmidt Report LAKE CONESTEE DAM EVALUATION OF ALTERNATIVES REPORT states; The third issue to be resolved is future ownership of the dam and the associated reservoir (Lake Conestee tract). The Conestee Foundation Inc. currently owns the dam and the lake tract, fee simple. This ownership is subject to the Restrictive Covenant (RC), discussed above. This RC restricts the management of the lake tract, including the dam, and stipulates that the existing dam, or some alternative means be sustained to prevent contaminated sediment from moving downstream. CFI plans to focus its future efforts on improving and growing the Lake Conestee Nature Park. To that end, the Foundation is exploring solutions for transfer of the lake tract, including the dam, to another party. Has this issue been resolved and can you please provide information and clarity on who the future owner would be? Answer: The dam and land immediately adjacent to the dam will be wholly owned by LCDRP. Future ownership of the dam after construction is completed is actively being explored but has not yet been finalized. LCDRP intends to address the issue with the legislature during the coming session. Question: Section 6 of the aforementioned Kleinschmidt report defines a preferred alternative (Alternative 9) that appears to noticeably differ from that shown in Figures 1 and 2 of the Project Description attached to the RFQ (which states the conceptual design was updated since the 2019 report). Can you confirm the alternative in the RFQ represents the final, agreed-upon alternative, and if so, can you provide details and information as to why this alternative has been selected over others? Answer: The alternative shown in the RFQ reflects a conceptual design that will be further detailed in the RFP. This conceptual design is not intended to be the final, agreed-upon alternative, but instead a baseline for the shortlisted RFP bidders. Step II RFP Bidders can propose another alternative that may better suite the project goals outlined in the RFQ and further detailed in the RFP Documents. This concept was chosen over the Alternative 9 because conditions have changed since 2019 (ownership, land availability, etc.) and the concept better suites those conditions. Question: The RFQ and the 2019 report details the existing dam is holding back contaminants such as metals, pesticides, and polycyclic hydrocarbons. It is also detailed that the existing penstock pipe allows water & contaminants downstream as well as leaching through the existing dam. It also lists that the demolition of the abandoned non-impounding concrete structures will require remediation. Is there any information available on the contamination levels in the existing waterway or at the concrete structures pertaining to potential monitoring during construction, and disposal requirements based on contamination types as it pertains to chain of custody & contractor responsibility? Answer: LCDRP is currently compiling and summarizing the available environmental reports for the project and is intending on sharing these reports to the RFP bidders. It will be the responsibility of the selected Design-Build Team to propose and implement monitoring and evaluate the conditions during construction, and identify and dispose of any significant mobilized contaminants per regulation. It is anticipated the plans to perform these tasks will be proposed by the DB Team and reviewed and approved by LCDRP and appropriate agencies prior to implementation. Note that the vast majority of contaminants will be undisturbed by the construction project. END OF ADDENDUM No. 1 ARCHITECT-ENGINEER QUALIFICATIONS OMB Control Number: 9000-0157 Expiration Date: 2/29/2024 STANDARD FORM 330 (REV. 7/2021) PAGE 1 OF INSTRUCTIONS Prescribed by GSA - FAR (48 CFR) 53.236-2(b) PURPOSE Federal agencies use this form to obtain information from architect-engineer (A-E) firms about their professional qualifications. Federal agencies select firms for A-E contracts on the basis of professional qualifications as required by 40 U.S.C. chapter 11, Selection of Architects Engineers, and Part 36 of the Federal Acquisition Regulation (FAR). The Selection of Architects and Engineers statute requires the public announcement of requirements for A-E services (with some exceptions provided by other statutes), and the selection of at least three of the most highly qualified firms based on demonstrated competence and professional qualifications according to specific criteria published in the announcement. The Act then requires the negotiation of a contract at a fair and reasonable price starting first with the most highly qualified firm. The information used to evaluate firms is from this form and other sources, including performance evaluations, any additional data requested by the agency, and interviews with the most highly qualified firms and their references.
