King Airport, St. Thomas, U.S. Virgin Islands (“STT”), and the Henry E. Rohlsen Airport, St. Croix, U.S. Virgin Islands (“STX”). STT and STX may be individually referred to as an “Airport” or collectively as the “Airports.” VIPA will use information provided to determine which Respondents are best qualified to participate in a procurement process for the Airport P3. This RFQ is intended to identify qualified parties that best meet the following required standards for:

Airport technical and professional ability and experience. Financial capacity, stability, and reputation. Interested entities may view the RFQ package by accessing the following link Virgin Islands Port Authority (ionwave.net) or by logging into https://viportbids.ionwave.net. Entities wishing to submit a response must register as a Supplier and upload their Statement of Qualification (“SOQ”) to the portal by no later than 3:00 p.m. Atlantic Standard Time on March 16, 2023. VIPA will hold an industry forum for investors, developers, and airport operators on February 1, 2023, on St. Thomas (STT) and February 2, 2023, on St. Croix (STX). The tour will include airfield facilities and buildings, the terminal building, including the hold rooms, concessions areas, check-in and the arrivals area, and the Airport frontage roads. Attendance at the industry forum is not mandatory, but VIPA strongly encourages attendance for both days. Prospective Respondents interested in attending must email Julice Holder, VIPA’s Chief of Staff, at jholder@viport.com no later than January 12, 2023. Email confirmations of attendance must indicate the name of the firm, and the name, title, telephone number, and email address of each representative who will attend. Due to security and logistical reasons, VIPA requests that no more than four people attend the forum per Respondent Team. VIPA requests that prospective Respondents contact the VIPA Representative Kate C. Davis by email at kdavis@viport.com by no later than February 15, 2023 or by completing the Notice of Intent Form that can be found under the Activities tab, to provide (i) non-binding, indication of intention to submit an SOQ and (ii) contact information of an authorized representative of the prospective Respondent.
