SOURCES SOUGHT NAS SOUDA BAY, GREECE  This is a Sources Sought Notice only. No solicitation is being issued at this time. The amount of information available for publication at this time is limited. This notice is also issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. The procurementis unrestricted and utilize full and open competition in accordance with FAR 6.3. The solicitation will be posted on or after February 28, 2022 and will close about 45 days thereafter. The solicitation will be published electronically on the Contract Opportunities website at beta.SAM.gov. Interested parties responding to the solicitation will be required to register in the System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE) previously known as Wide Area Workflow (WAWF).The Defense Logistics Agency (DLA) Energy seeks potential qualified sources to perform Government-owned, Contractor-operated (GOCO) Aircraft
Refueling/Defueling, bulk storage services, retail service station support, and entire fuels management services at Naval Air Station (NAS) Souda Bay, Greece. The services include management, operation, maintenance, product quality surveillance, inventory control and accounting, security, safety, and environmental protection of NAS Souda Bay, Greece. Vendor must provide necessary personnel and equipment to support base operations, airshows and special events, deployments, exercises, and contingencies under normal conditions, as well as, during periods of heightened security, inclement weather, or other unique situations. Vendor will be responsible for receiving, storing, transferring, issuing, and accounting for petroleum products with appropriate controls to ensure fuel quality, maintain inventory accuracy, and ensure no environmental impact. Contractor furnished fueling vehicles are required. DLA Energy will award one firm-fixed price contract. Contract awarded will be subject to FAR 52.222-41, Service Contract Act of 1965. The North American Industry Classification System (NAICS) Code is 493190, and the size standard is $27.5 million. The expected period of performance is from December 1, 2023 through November 30, 2027 (four-year base period), December 1, 2027 through November 30, 2032 (five-year option period) and an option to extend for no more than six-months from December 1, 2032 to May 31, 2033.Interested parties should submit information to the following areas in their capability statements (Responses are limited to 5 Pages. Any information provided by industry to the Government as a result of this notice is voluntary. The Government will not pay for any information submitted in response to this notice. All responses to this notice are to be submitted by 3:30 pm local Fort Belvoir, VA, time on February 2, 2022. Responses will be accepted via electronic means only. Email submissions to: wing.wong@dla.mil:1.    Provide a company profile to include number of employees, annual revenue history (last 3 years), office location(s), DUNS/CAGE Code number, and a statement regarding current business status.2.    Capability of providing qualified and experienced personnel, with appropriate clearances, if required.3.    Past Performance. Do you have past performance as a prime contractor or subcontractor on a service contract for similar fuels management requirements?  If so, please provide the following information:  Contract number, Name of Government Agency or Commercial Entity, Period of Performance, Dollar Value, Type of Contract (Fixed Price, Cost Reimbursement, etc.), and an explanation of services provided as they relate to GOCO/AAR fuels management. If your firm acted as a subcontractor or joint venture, name the prime contractor or other party, the specific work performed and percentage. Address any past performance problems, and resolutions taken.4.    Do you anticipate any type of teaming arrangement for this requirement? If yes, please address what kind of arrangement and what percentage of work and type of service would you perform?5.    Does your company have experience with Service Contract Act of 1965 covered contracts? Does your company have experience with Collective Bargaining Agreements (CBAs)? Please explain in detail any experience your company has had interacting with labor unions.6.    Does your company have the financial capability and financial stability, and/or adequate lines of credit to sustain and support a five-year multiyear contract at one or more locations, in the event there are difficulties with invoice payments?  Do you have an approved accounting system in place to adequately track expenditures? Please elaborate.7.    What realistic phase-in period would you require to commence performance with personnel, equipment, and materials?
