The purpose of this acquisition is to provide Gotham platform Software-as-a-Service licensing renewal, Operations and Maintenance (O&M) support, and custom enhancements in order to provide continued support for HSI’s ICM system. ICM is the primary front-end system of the ICE TECS Modernization Program, an Acquisition Program Level 2 that, in addition to ICM, also includes the HSI Data Warehouse (HDW), PRIME Interface Hub and Law Enforcement Information Sharing Services (LEISS). ICM is case management software that plays a critical role in supporting the daily operations of HSI, ensuring critical mission success. ICM serves as the core tool primarily used by ICE HSI special agents and personnel to conduct domestic and transnational criminal investigations to protect the United States against threats to national security, to prevent the illicit cross-border movement of goods, people, and monetary instruments. The current ICM solution is built on commercial softwareusing the Gotham platform, which is a proprietary software owned by Palantir and is hosted in the Palantir Cloud. This software has been highly customized to support case management and subject management based on HSI’s operational requirements in support of their law enforcement mission. The current task order for these services expires on September 25, 2022.HSI requires continued system maintenance and support services for applying adaptive, perfective, and corrective maintenance to the Gotham platform as their ICM solution.
