HPD), which will require the consequent final product to be in compliance with the Secretary of the Interior’s Standards for Archaeology and Historic Preservation, which include the Standards for Evaluation, Identification, and Registration. The project work will be prepared in accordance to (a) National Register Bulletin: Guidelines for Local Surveys: A Basis for Preservation Planning; (b) the Historic Preservation Division’s guidance materials for identifying and documenting Georgia’s historic resources, including the “Georgia Historic Resources Manual, August 2017,” “Tips for Using GNAHRGIS as part of a Georgia Historic Resources Survey,” and the Historic Resources Surveys and GNAHRGIS “Primer,” all available online; as well as (c) the HPD’S Georgia’s Natural, Archaeological, and Historic Resources Geographic Information System (GNAHRGIS) web-based GIS database.Section III of this Request for Proposal (RFP) document contains the project specifications and scope of work to be let for proposals requested. Awards shall be made on the proposal that best meets the needs of Dade County, Georgia (hereafter referred to as “County”) for specifications, cost and compatibility.2. The County reserves the right to accept or reject any or all proposals. The right is also reserved to waive any minor irregularities in this proposal, and to award the proposal to the contractor/vendor whose offer is most advantageous to the County from the standpoint of suitability to purpose, quality of service, previous experience and price, and to accept the proposal that is in the best interests of the County.3. Minimum specifications are designed as a requirement of the proposal. Minimum specifications are outlined to provide for a particular need or use by the County, and are not meant to eliminate any particular vendor. If a particular minimum specification is unable to be met by the vendor, then the contractor/vendor, prior to the opening of the bid, shall contact the Dade County Clerk in writing to determine if a particular specification may be altered or accepted.4. Bid bonds, payment bonds and performance bonds shall be required on all projects over $50,000 and may be required on contracts over $20,000 at the discretion of the County Executive. Bid bonds or proposal guarantees must be five percent of the proposed price.8. Contractors must provide Dade County with a payment bond and a performance bond in the amount of the proposal on all Road Contracts over $5,000. The Contractor must provide Dade County with proof of sufficient General Liability in the County’s name to protect against all claims for personal or property damage(s).9. The vendor will provide references, including current clients.10. The vendor will be asked to sign an agreement that substantially includes all of the specifications in this proposal.11. Pursuant to O.C.G.A. § 36-60-13 - Multiyear lease, purchase, or lease purchase contracts - each county or municipality in this state shall be authorized to enter into multiyear lease, purchase, or lease purchase contracts of all kinds for the acquisition of goods, materials, real and personal property, services, and supplies, provided that any such contract shall contain provisions for the following:4a. All data groups in GNAHRGIS will be completed for each resource surveyed and a minimum of two (2) digital photographs, dating to within six (6) months of the survey date, per surveyed resource will be uploaded. Resource information is8entered and stored via the GNAHRGIS website. Printed (hard copy) resource “forms” are not required and are not reimbursable as part of this grant.The Dade County Board of Commissioners for Trenton-Dade County Historic Preservation Commission will provide a survey area map delineating surveyed parcels. The map will indicate the survey area boundary, any relevant local or National Register of Historic Places-listed historic district boundaries, ALL addresses, legal parcels, and ALL street names, and be at a scale of 1” = 200’. The map will include a key explaining boundaries.The Dade County Board of Commissioners for Trenton-Dade County Historic Preservation Commission will provide three (3) final copies and two (2) electronic copies (CD/DVD/USB) of the survey report, and the survey map, to the Georgia Department of Community Affairs Historic Preservation Division within the contract period.The survey report is to include at a minimum:? Executive summary, which includes the total number of surveyed resources;? Project description, including how the survey was funded, who sponsored the survey, the name of the surveyor, and a general description of the survey area, including a clear statement and justification of the boundaries of the Phase Four area surveyed, and the total number of surveyed resources for Phase Four;? Summary of previous preservation projects, including previous survey efforts, local designations, National Register listings, and other historic preservation planning efforts;? Developmental history, a brief written account of how the area developed over time and how it reflects distinctive aspects of Georgia’s history;? Survey methodology, including the fieldwork techniques and research methods employed while conducting the survey references to previous surveys and any re-survey completed as part of this project;? Recommendations for future preservation activities, including: potential National Register nominations for individual resources and/or historic districts with basic boundary justification(s) for any proposed historic districts, as applicable; potential updates and/or amendments to existing National Register historic district listings, as applicable; designation recommendations for potential local historic districts, as applicable; and potential economic development, heritage tourism, and other preservation planning activities;? Survey results and architectural analysis, including the total number of surveyed resources divided into appropriate categories; a table listing the main building types and main architectural styles as identified in GNAHRGIS, as well as narrative defining these; local architectural character; some general observations (such as integrity and condition of resources, character-defining features, and apparent developmental trends), and local landmarks and eccentricities;? Appendix 1: table listing all GNAHRGIS ID numbers associated with the survey paired with the address of the resource that each GNHARGIS ID number represents.? Appendix 2: A survey map that delineates the survey area; existing local historic district and National Register-listed district boundaries and potential updates and/or amendments to these existing district boundaries; and the boundaries of identified potential new historic districts (this map will be in addition to the separate 1”=200’ map discussed above).9All project development by the Dade County Board of Commissioners for Trenton-Dade County Historic Preservation Commission shall be reviewed by the Georgia Department of Community Affairs Historic Preservation Division. The review process includes reviewing and approving consultant selection, the consultant contract, GNAHRGIS data, first draft of the survey report and map, subsequent drafts of the survey report and map, final draft of the survey report and map, and other materials determined necessary during project development.Prior to review by the Georgia Department of Community Affairs Historic Preservation Division, the Dade County Board of Commissioners for Trenton-Dade County Historic Preservation Commission shall review drafts of the survey report and map. ASSURANCES:The contractor will assure that it is in compliance with Title V of the Civil Rights Act of 1964, 42 U.S.C. 2000d et seq., and in accordance with Title V of that Act, no person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity for which the applicant receives Federal financial assistance. Therefore, no known assets qualify for re-survey.III. RIGHTS TO DATA AND COPYRIGHTS:All rights, title, and interest in all documents, data, studies, surveys, drawings, maps, models, photographs, and reports prepared by the consultant pursuant to this project (hereinafter referred to as the “project materials”), including without limitation any copyright, title, trademark, and intellectual property rights in and to the project materials, shall remain with the Dade County Board of Commissioners for Trenton-Dade County Historic Preservation Commission. The Dade County Board of Commissioners for Trenton-Dade County Historic Preservation Commission reserves unto itself all rights of every kind and nature except those expressly granted to HPD herein. The Dade County Board of Commissioners for Trenton-Dade County Historic Preservation Commission hereby grants to HPD a perpetual, nonexclusive, nontransferable, royalty-free, license to use, copy, maintain, and modify the project materials, in whole or in part, into other works.11IV. CONTRACT PERIOD:The contract will commence on the day it is signed by both the Dade County Board of Commissioners for Trenton-Dade County Historic Preservation Commission and the consultant, and follow the timetable outlined in Section III: Scope of Work. The Final Report and entry of all GNAHRGIS data must be fully completed and turned into HPD by January 15, 2025.V. GENERAL REQUIREMENTS:a. Where applicable, the final product shall comply with all standard preservation guidelines, standards, and local, state, and federal codes, rules, and regulations.b. Preparation of documentation, submittals, or bids shall comply with the County’s requirements.c. The consultant shall review and coordinate with the Dade County Board of Commissioners for Trenton-Dade County Historic Preservation Commission through all phases of the project, and otherwise, as necessary.d. The consultant shall include the County’s Representative in all correspondence with HPD and other organizations, as necessary.VI. CONTRACT AWARD:The contract will be awarded by the Dade County Board of Commissioners for Trenton-Dade County Historic Preservation Commission no later than Thursday, October 12, 2023 to the best-qualified candidate. A selection committee will select the top candidate based on experience with historic preservation, historic resources surveying, and other qualifications and experience related to the proposed project, including understanding of the Secretary of the Interior’s Standards. The Dade County reserves the right to waive any informality in proposals when such waiver is in the interest of the County. Alternatives shall be accepted by the Dade County Board of Commissioners for Trenton-Dade County Historic Preservation Commission as the budget permits and as may be in the best interest of the Trenton-Dade County Historic Preservation Commission.The agreement will only be entered into with reasonable candidates found to be satisfactory by the Dade County Board of Commissioners for Trenton-Dade County Historic Preservation Commission, qualified by experience, and in a financial position to do the work specified. The owner reserves the right to waive informalities in any proposal, make the award in whole or in part, re-advertise or reject any or all proposals when such action is in the best interest of the County.VII. PROJECT GRANT REQUIREMENTS:All work must be in compliance with all federal regulations included in this RFP. Funds for the contract are funded in part by HPD and must meet all requirements and time frames.VIII. CONCLUSION:The scope of work and project emphasis shall be reviewed prior to the start of the project work. The specifics of the Request for Proposals of this program are open to discussion and adjustment as code requirements, regulating authorities, and additional investigation and information may permit or require.12Please see Appendices below.This Historic Resources Survey has been financed in part with Federal funds from the National Park Service, U.S. Department of Interior, through the Historic Preservation Division of the Georgia Department of Natural Resources. However, the contents, opinions, and recommendations expressed in this Historic Resources Survey do not necessarily reflect the views or policies of the Department of the Interior or the Georgia Department of Natural Resources, nor does the mention of trade names, commercial products, or consultants constitute endorsement or recommendation by these agencies. This program receives Federal financial assistance for identification and protection of historic properties. Under Title VI of the Civil Rights Act of 1964 and Section 504 of the Rehabilitation Act of 1973, and the Age Discrimination Act of 1975, as amended, the U.S. Department of the Interior prohibits discrimination on the basis of race, color, national origin, age, gender, or disability in its federally-assisted programs.
