DLA Aviation Philadelphia is soliciting a firm fixed price proposal to execute a reach back approach for the logistics and engineering sustainment support of the V-22 platform. The period of performance for this requirement will have a base period of sixteen months and four one-year options. The Government intends to award on a sole source basis in accordance with FAR 6.302-1(a).This effort will provide program reach back support for the CMV-22 variant for the United States Navy (USN), the MV-22 variant for the United States Marine Corps (USMC), the CV-22 variant for the United States Air Force (USAF)/Special Operations Command (SOCOM), and the Japan Ground Self Defense Force (JGSDF) requirements. The SOW specifies the deliverables required to successfully sustain and improve the readiness of the V-22 weapons system.Sustainment support authority is retained by the Government and is assigned to the V-22 Fleet Support Team (FST), Marine Corps Air Station (MCAS) Cherry Point, NC with
detachments located at MCAS New River, NC, MCAS Miramar, CA, NAS North Island, CA, NAS Norfolk, VA, MCAS Kaneohe Bay, HI, MCB Okinawa, Japan, MCAS Iwakuni, Japan, and Hurlburt Field, FL. Peculiar Support Equipment In-Service Engineering Support is based out of NAVAIR Lakehurst, NJ.The three main areas of this RFP for V-22 Weapon System Sustainment Support is (1) Core Logistics Reach Back; (2) Core Engineering Reach Back; and (3) Ad Hoc Sustainment Support.For Core Logistics Reach Back sustainment support, the Government delineates the specific Contractor efforts in product support of sustainment logistics reach back; Maintenance Planning and Supportability Analysis, supply; Obsolescence analysis reach back; and ALE/CAMEO/IETM support.For Core Engineering Reach Back sustainment support, the Contractor effort is in in support of Reliability and Maintainability (R&M) repair data Maintainability Corrective Action Plans (CAPs): Contractor Reach-back Engineering Support; Contractor Engineering Field Support; Engine/Airframe Interface Sustainment; Structural Appraisal Fatigue Effects (SAFE) sustainment; System Safety Support; Simulation Math Model Sustainment; Peculiar Support Equipment reach back and Operational Test Program Sets (OTPS) sustainment.The Government requests for Ad Hoc Sustainment Support to be separately priced from the above Core support. This delivery order will be placed when needed by the Government. The Contractor effort is in support of Conditioned Based Maintenance Plus (CBM+) to include: New Structural Repair Manual (SRM) Work Packages, New Expanded Damage Limits Analysis (EDLA), Loads Analysis Tool Updates; and Fast Response Group (FRG) training. Various CDRL deliverables will be requested throughout the period of performance.The CLIN structure of this contract will be monthly lot invoicing.The Bell Boeing Joint Project Office is the original equipment manufacturer (OEM) of these items with design control, authorization, and documentation to manufacture. The Bell Boeing Joint Project Office (JPO) is a joint venture of Bell Helicopter Textron, Inc. (BHTI) and The Boeing Company and is considered a separate business entity from both parent companies. The JPO owns the limited data rights to these items. The Government does not have the drawings or complete data packages. However, some limited demand data is available upon request.
