No reimbursement will be made for any costs associated with providing information in response to this pre-solicitation notice or any follow up postings.The U.S. Army Corps of Engineers – Tulsa District has been tasked to solicit for and award construction project for the Tenkiller Replace Draft Tube Bulkheads and Lifting Beam project, at Tenkiller Ferry Powerhouse. This project will be an Unrestricted, firm-fixed price, construction contract procured in accordance with FAR 15, Negotiated Procurement utilizing the Lowest Price Technically Acceptable approach.Project
Description:Tenkiller Ferry Dam is a multipurpose facility located on the Illinois River in Sequoyah County, Oklahoma. The earth-fill dam is primarily focused on providing flood control, recreation, and hydropower. The project is located approximately seven miles northeast of Gore, OK. The power plant contains two Francis-type generating units each rated 20,579 kVA at 0.95 pf. Construction of the site was completed in 1952 and is remotely operated from Fort Gibson powerhouse. The plant has an intake structure located over the rock cliff, approximately 750 feet away from the powerhouse. On the downstream side of the powerhouse, draft tube bulkheads are located outside the facility on the tailrace deck. Each turbine unit has two gate slots, and the Project has two draft tube bulkheads in total. A monorail mounted on the exterior wall of the powerhouse with a single 10 ton trolley hoist is used to set the draft tube bulkheads.The work includes but is not limited to:Fabrication, painting, delivery, installation, and testing (operational and leakage) of two (2) new draft tube bulkheads. Bulkheads have a nominal size of 16’-4” wide by 10’ high, fabricated to comply with HSS standards and coated with 5-E-Z vinyl coating system.Design, fabrication, painting, delivery, installation, and testing of one (1) new draft tube bulkhead lifting beam.Removal and disposal of two (2) existing draft tube bulkheads and one (1) existing draft tube bulkhead lifting beam.In accordance with FAR 36 and DFARS 236, the estimated magnitude of construction for this project is between $1,000,000 and $5,000,000.The North American Industry Classification System code for this procurement is 237990 (Other Heavy and Civil Engineering Construction) which has a small business size standard of $45M. Estimated duration of construction of this project is 365 calendar days.Anticipated solicitation issuance date is on or about 03 April 2024, and the estimated proposal due date will be on or about 08 May 2024.
