The City of Moreno Valley is seeking to purchase two (2) 115kV/12kV, 40/53/67 MVA delta-grounded wye substation power transformers, as described in the attached specification. These transformers will be used to facilitate an expansion of capacity at the existing Moreno Valley Substation. The City is looking for qualified bidders to respond to this request with their offering to meet the City’s needs, as described in the specification. Lead time will be one of the metrics evaluated as part of this bid, as these transformers are essential to powering new development in the City. BackgroundMoreno Valley was incorporated in 1984 as a General Law City, merging the communities of Moreno, Sunnymead and Edgemont. The City operates under a Council-Manager form of government. The City Council is comprised of an elected Mayor and four Council Members elected by district. The City has a committed customer-service oriented workforce comprised of more than 450 employees who provide a wide-range of
municipal services including Public Works, Economic Development, Community Development, Parks and Community Services, Financial and Management Services and Library services. The City contracts with Riverside County for Police and Fire services.In 2001, the Moreno Valley City Council established the City’s electric utility, named the Moreno Valley Utility (MVU). The utility served its first customers on February 6, 2004. Today, MVU serves over 8,000 customer meters within its service area. As growth continues in the City, MVU will need to expand its existing substation at Moreno Valley Substation to accommodate the increased load. This has led the City to request proposals for sale and delivery of two (2) 115kV/12kV, 40/53/67 MVA substation class transformers, per the attached specifications. Due to expected development schedules in the city, the City will need to have substation transformers delivered in a timely manner, which is reflected in the scoring of this RFP, where delivery time is a factor.
