RFP: Program Environmental Impact Report - Downtown Precise Plan

Description: The City of Orinda invites your firm to submit a proposal for the preparation of a Program Environmental Impact Report (PEIR) for the City’s Downtown Precise Plan (DPP). The DPP will comprise of things such as existing conditions; vision and guiding principles; and land-use and urban-design planning concepts. In conjunction with new development standards, one of the other primary outcomes of the DPP will be objective design criteria for mixed-use and residential land uses by “Place Types” and “Building Types”. PEIR should analyze build-out scenarios in the interest of streamlining environmental analysis for future development projects. The targeted completion date for the entire project is August 2021. The PEIR is to be completed in accordance with the proposed Scope of Services and Services Contract (attached). Please carefully review the requirements of this Request for Proposal (RFP) and all attachments and provide a detailed proposal outlining your qualifications and experience, proposed approach, and cost estimate for the requested services. To be considered, your proposal must be submitted to Senior Planner Mayank Patel by 5:00 PM on March 4, 2020. Late proposals will not be considered. The City intends to review the submitted proposals before determining whether one or more firms will be asked to attend an interview as a part of the selection process for this project.
