The City of Moreno Valley is a municipal governmental agency which provides Police, Fire, Rescue, Emergency Medical, Civic Services to approximately 216,000 residents in Moreno Valley, California. In addition, the City maintains several hundred miles of public streets, 34 City parks, 3 Libraries (this network is outsourced and not in the scope of this RFP), and a network of 28 (and growing) free Wi-Fi locations called Wi-Fi Gardens (this network is not in the scope of this RFP). For employee use, City maintains a network with segments that span much of the city. All City facilities are nodes on the network, as are many parks and intersections. The network consists of copper, fiber, microwave, and Private LTE segments. The City also has its own Electric Utility Department which provides electric services to some of its businesses and residents. City provides internet connectivity for MVU (Moreno Valley Utility); MVU is one segment of the network. B. The City of Moreno Valley’s Technology Services (TS) Division is committed to serving our community through teamwork and the constant pursuit of excellence. TS is responsible for providing all technology and connectivity services to employees, Wi-Fi Garden users, MVU, and library patrons. These services include the services enumerated below. The TS Division requires support in the following specialized areas and will be selecting a contractor to fulfill the scope of services. Contractors shall specify which of the services listed below they provide and which they do not provide. 1. 24x7 monitoring of the City’s networks; 2. Deployment of protection on all City technology assets (e.g., servers, desktops, laptops, phones, switches, firewalls); 3. Collection and analysis of logs; 4. Actionable recommendations on alerts; 5. Cybersecurity and incident response policy review and improvement; 6. Threat hunting of vulnerabilities and confirmed breaches; 7. Monthly reporting of City’s cybersecurity position; and 8. Assistance completing insurance, auditor, grant compliance, and other cybersecurity questionnaires. C. The Contractor shall perform and provide prerequisites for each of the services immediately listed above. The outcome of these services will be used to keep the City networks and all technology devices well-protected from cybersecurity threats, improve its compliance to NIST (National Institute of Standards and Technology) 800-53 standards, regularly report on its cybersecurity position, improve its incident response capabilities and readiness, and improve its answers/scores and documentation for cybersecurity questionnaires.
