Notice is hereby given that sealed proposals will be received by the Borough of Roselle, Union County, New Jersey (the “Owner”) for 2023 Roselle Paving Program – Bartlett Street and West 9th Street project and be opened and read in public at the Borough of Roselle, Municipal Building, 210 Chestnut Street, Roselle, NJ 07203 on Tuesday, October 10, 2023, 10:00 AM prevailing time The Project consists of one (1) Base Bid and two (2) Alternate Bids. The Base Bid consists of roadway improvements to Bartlett Street (from Amsterdam Avenue to the Terminus) and West 9th Avenue (from North Wood Avenue to Washington Road). This work includes milling and paving, base repair, repairing the interior of drainage structures, upgrading bicycle safe grates/eco curb pieces, ADA- compliant curb ramps, curb replacement, as well as other improvements depicted on the Construction Plans. Alternate Bid ‘A’ consists of curb installation along Bartlett Street (from Amsterdam Avenue to Halsey Road). Alternate Bid
‘B’ consists of drainage improvements along West 9th Avenue (from North Wood Avenue to Stanley Terrace). All work on this contract must be completed no later than Friday, December 1, 2023. Contract documents and drawings for the proposed work (the “Contract Documents”, which have been prepared by Kevin E. Boyer, P.E., C.M.E., of the firm Colliers Engineering & Design Inc. (DBA Maser Consulting), are available electronically or via delivery by common carrier by making a request to mary.tappen@collierseng.com and kevin.boyer@collierseng.com and will be on file at the below date in the Borough of Roselle, Municipal Building, 210 Chestnut Street, Roselle, NJ 07203. Bidders will be furnished with a copy of the Contract Documents by request upon proper notice to the above e-mail addresses. The bid proposal packages will not be available for pickup. In the e-mail message, the contractor shall indicate if they request an electronic copy (PDF format) or paper copy. Electronic copies will be provided via e-mail at no charge. Paper copies will be provided after a non- refundable charge of $125.00 payable to Colliers Engineering & Design Inc. DBA Maser Consulting is received. Send payment to 400 Valley Road, Suite 304, Mount Arlington, New Jersey, 07856. Paper copies will be sent via UPS or Fedex if the contractor provides UPS or Fedex account information to defray the cost of this shipping method. Otherwise, paper copies will be sent via USPS. The Bids shall be addressed to Eric Walker, Purchasing Agent, Department of Administration, 210 Chestnut Street, Roselle, NJ 07203. Bids can be dropped off to Eric Walker between Monday and Friday, from 10:00 a.m. to 2:00 p.m. Bidders are encouraged to use overnight delivery. The Contract Documents will be available during business hours beginning on Tuesday, September 26, 2023. Proposals must be made on the standard proposal forms included with the Contract Documents in the manner designated in the Contract Documents, must be enclosed in sealed envelopes bearing the name and address of the bidder and the name of the project on the outside and be addressed to the Borough of Roselle, and must be accompanied by a statement of consent of surety from a surety company authorized to do business in the State of New Jersey and acceptable to the Owner and either a bid bond or a certified check drawn to the order of Borough of Roselle for not less than ten percent (10%) of the amount bid, except that the check shall not exceed $20,000.00. Proposals for this contract will only be accepted from bidders who have properly qualified in accordance with the requirements of the Contract Documents. The right is also reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the Owner, except as to those items which are deemed mandatory and non-waivable set forth in N.J.S.A. 40A:11-23.2. Further, the Owner reserves the right to abandon the project and reject the bids entirely if any legal or state or federal administrative action is taken against the Owner which could delay or jeopardize the project from commencing. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications. The successful bidder shall be required to comply with all applicable statutory and regulatory requirements, which include but are not limited to the affirmative action requirements of P.L. 1975, c. 127, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq.
