Solicitation Description: ObjectivePursuant to Texas Government Code Section 2269 Subchapter G, the TFC is requesting Statement of Qualifications (SOQ) for Design-Build (D-B) services for Project #22-003-2535 (the Program), for the successful execution and completion of the Texas Border Infrastructure (TBI) construction program or portions of it, including new barrier structure and associated infrastructure as described further below. TFC anticipates awarding to multiple qualified D-B contractors in Step I of this procurement. Step I of the
procurement will select one or more D-B contractors as “pre-qualified” for follow on discussions (Step II). Step II will involve discussions around demonstrated competence and qualifications, considerations of the safety and long-term durability of the project, the feasibility of implementing the project as proposed, the ability of the offeror to meet schedules and or costing methodology. Selection of qualified candidate(s) will be followed by Step III negotiations with the selected Design-Builder/s (one or more) based on historic pre-construction service fees and preliminary design phase service fees. Step III culminates in the award of D-B contract(s) with a pricing structure under which a follow-on task order will be priced. Step IV would contemplate issuing and negotiating a Task Order for a specific section of border infrastructure. Each Task Order if issued will be issued for individual projects on an as needed basis. Each selected D-B firm, if vetted as most qualified for a task order, will be awarded a single task order or project. The cost of work associated with the first anticipated Phase II program is estimated to be a maximum of approximately $185M and subsequent task orders have a potential to add an additional $515M in D-B efforts to the program. BackgroundOn June 1, 2021, the Governor issued a Disaster Declaration for 34 Texas counties near or along the U.S. southern border to provide additional resources and strategies to combat the influx of illegal immigrants as well as the rise in criminal activities, including criminal trespass. On June 16, 2021, the Governor directed the TFC to hire a Program Manager to oversee construction of the Texas Border Infrastructure (TBI). The Program Manager(s) will lead the process of planning and executing the program and will oversee procurement of the D-B contractors and subcontractors needed to build the TBI. The Program Manager(s) will identify State owned lands and willing private landowners to facilitate construction of the TBI along an alignment that supports the Department of Public Safety law enforcement activities.TBI Program: In response to the Governor’s directive, TFC introduces a strategic initiative in 2021 to construct TBI segments on state owned, local government owned, and privately owned property from El Paso to the Gulf Coast.
