Public outreach development and strategic planning. Provide communication support and advice on public awareness campaigns and customized outreach or communication plans supporting SJCOG activities and programs. Crisis communication. Staff training on public speaking, media training and spokesperson training, upon request. Serve as a technical advisor—and on a case-by-case basis, a leadership or management role for a specific project assignment—on communication activities, social media and other communication-related content creation and review. Support on emerging communication issues as needed. SJCOG intends to contract with one

provider for a period of four years with one two- year extension option. (Therefore, total contract period could be up to six years with the extension.) There is no page limit to the qualifications submittal.BackgroundWith an infusion of revenue and projects in SJCOG’s FY 2024-25 Overall Work Program (www.sjcog.org/owp) the need for more public awareness of SJCOG’s projects and programs will likely increase. SJCOG’s staff frequently disseminates information via website, email, social media or through events to have a strong public engagement process. In today’s fast-paced digital age, information travels fast and public opinion and interpretation can vary. The role of a communications team and its ability to respond to inquiries and comments, especially in managing crises, is more critical than ever. A well-crafted crisis communication/public outreach strategy can help prepare, address, and respond to unexpected events that may impact the reputation operations or stakeholders of the organization. SJCOG strives to provide the public and agency partners the best and most complete information to showcase the integrity of this agency. About SJCOG SJCOG is a joint powers authority comprised of San Joaquin County and the cities of Stockton, Lodi, Manteca, Tracy, Ripon, Escalon, and Lathrop. SJCOG serves as the regional transportation planning agency, which provides a forum for regional decision-making on issues such as growth, transportation, environmental management, housing, open space, air quality, fiscal management, and economic development. SJCOG also looks at population statistics, airport land use, habitat and open space planning, and other regional issues. SJCOG is overseen by a Board of Directors, members of the San Joaquin County Board of Supervisors and council members from each of the cities, which makes allocations of funding for capital improvements. The Board also establishes policies and programs regarding those regional issues.
