Market Research - Standup of United States Space Force (Request for Information)

  The Government is conducting market research to find firms that have the experience in consulting and assisting the Government through the possible stand up of the United States Space Force. The Government is potentially seeking a firm that has:•-          Renowned strategic management consultant firm that has the skill, expertise, and experience in conducting strategic level organizational design efforts for major Government organizations -          Experience with commercial entities that can be used in analogies in support of the USSF effortAt a minimum, tasks could include:•-          Effort should encompass how a Space Force would fit into existing Department of Defense organizational construct in the most efficient manner possible •-          Effort should clearly articulate value proposition of a new service, balancing increased focus on the space domain with any increased levels of bureaucracy within the Department•-          Effort should clearly articulate the impacts of

having a separate space force within the Department and the fundamental role of the Space Force vis a vis other services within the Department •-          Effort should identify courses of action for organizational constructs in the near, mid, and long term, that accommodate the unique aspects of the space domain (e.g., emerging threats, technologies, interdependencies with civil, commercial, and international efforts) •-          What organizational constructs and decision/governance functions should be used to ensure the architecture is capable of evolving to keep up with the emerging threats and operational requirements in an agile fashion•-          Contractor conducting the effort shall lead workshops, conduct interviews, and prepare briefings in support of the effort, and prepare a final report •-          Contractor should be prepared to conduct external briefings outside of the DoD in support of communicating the product of the analysis effort Questions to assist with Market Research:What phases or steps would your organization recommend to standing up a Space Force?What would be your recommended timeline?What would be a rough order of magnitude in costs?Given the scope of the subject PWS, as written; can your company perform this requirement as the Prime, a Subcontractor or a Joint Business Venture (Teaming Arrangement) ?What Section(s)/Percentage of the PWS can your company perform as the Prime, Subcontractor or a Teaming Arrangement?Does your company have recent and relevant Past Performance Information (PPI) to confirm your experience as a Prime, a Subcontractor or Joint Business Venture performing the required services in the PWS?What is the Size of your company (to include socio-economic status), given the designated NAICS?
