DATE: 11/28/2023 NON-CONSTRUCTION CONTRACT SOLICITATION NOTICE MTA- HQ IS NOW ADVERTISING FOR THE FOLLOWING: SSE #: 20955 OPENING/DUE DATE: 02/05/2024 TYPE OF SOLICITATION: RFP DOCUMENT AVAILABILITY DATE: 12/04/2023 SOLICITATION TITLE: New Enterprise Safety System DESCRIPTION: The MTA was created by the New York State legislature in 1965 as a public benefit corporation and is a corporate entity separate and apart from the State of New York, called a public authority. The MTA is responsible for developing and implementing a unified mass transportation policy for New York City and its surrounding counties and has a vast network of transportation infrastructure spanning the entire New York City metropolitan service area, southern portions of New York, Long Island, and segments of New Jersey and Connecticut. The MTA and its operating Agencies provide the public with multi-model transportation services that include buses, subways, rails, tunnels, and bridges for vehicular traffic. This
transportation infrastructure includes a large network of underground and under river subway; rail and vehicular tunnels; elevated subway and rail structures; rail yards and bus depots; subway, rail, bus stations and maintenance facilities; huge communications networks; subway/rail signal systems; power distribution and control systems; and administrative buildings, control and employee facilities. The MTA is seeking to transition from electronic and paper-based legacy safety data systems currently in use by the Agencies to a highly reliable, integrated, universal SaaS solution with advanced functionality and a modern system architecture and technology that will improve users’ overall experience. LIRR and MNR currently use a web-based commercial safety application provided by Cority Software Inc. for accident and incident management and reporting, risk analysis, inspections, and fulfilment of internal and external regulatory compliance and reporting requirements (e.g., Federal Rail Administration, Occupational Safety and Health Administration). The Services are critical for meeting Federal and State statutory and regulatory record- keeping and reporting requirements, internal compliance and reporting requirements, and to efficiently address safety concerns, enhance safety performance, and inform decision-making. The Services are essential for managing risk and allocating resources efficiently and effectively to enhance safety performance, including the performance of MTA contractors. Enhanced safety knowledge and performance within the MTA directly impacts employee safety and availability, customer safety and satisfaction, contractor safety and performance, operations, and infrastructure. Each Agency shall be able to use the Services but function somewhat independently. Robust configurability, scalability, and flexibility is critical to support the many business and operational differences that exist between the Agencies, such as, but not limited to, daily operations, Collective Bargaining Agreements, and business rules. There is an expectation that Agency “As-Is” and “To-Be” processes and functions will be reviewed and refined as part of the project. Through this process, it is expected the selected Vendor will identify opportunities to align with the inherent system functionality and develop strategies and options for any functional gaps. The Services shall allow secure data transfer with other systems (interface, integration, scheduled uploads). These other systems may generate and/or store employee demographic data, employee hours worked for rate calculations, organizational information for reporting purposes, asset information, contractor company data, and claims data. Other data sources may be identified during the Contract period of performance. Some required integrations (e.g., with claims) may be two-way.
