NASA/KSC has a requirement for an estimated 7,000 tons of liquid nitrogen for NASA’s Johnson Space Center (JSC). NASA/KSC intends to solicit liquid nitrogen from a limited number of responsible sources; Air Products and Chemicals, Inc., contract number 80KSC019D0017 and Airgas USA LLC, contract number 80KSC019D0021. The JSC liquid nitrogen requirement will be added by modification to the awardee’s existing contract. NASA/KSC will execute this modification under the authority of FAR 6.302-1(a)(2) due to the limited number of responsible sources technically capable of acquiring, delivering, and continuously supplying the amount of liquid nitrogen needed at NASA/JSC. NASA/KSC will be the procuring center for this effort. Performance will be located at NASA/JSC. The Government intends to acquire the commercial item using FAR Part 12. The NAICS Code for this procurement is 325120. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Jennifer Thompson at jennifer.l.thompson@nasa.gov not later than 1:00 PM (Eastern) on July 24, 2023. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
