W912DR22R0034PROCUREMENT TYPE: Pre-Solicitation NoticeTITLE: Agricultural Research Service, University Park Renovation, PennsylvaniaClassification Code: Y—Construction of structures and facilitiesThis proposed procurement is Full and Open Competition (Unrestricted); NAICS 236220 "Commercial and Institutional Building Construction" with a size standard of $39,500,000.00.Project Description: The U.S. Army Corps of Engineers, Baltimore District (NAB), has been tasked to solicit for and award construction services for the Agricultural Research Service, University Park Renovation, Pennsylvania. The proposed project will be a competitive, firm-fixed-price (FFP), design-build (DB) contract procured in accordance with FAR 15, Contracting by Negotiations, under a two-step Best Value Tradeoff Process.The scope includes the Design-Bid-Build renovation and modernization of the Pasture Systems Watershed Management Research Unit (PSWMRU) Buildings 0001, 0002, 004, & 005, Penn State
Campus. The scope of the project comprises the renovation of approximately 31,000 GSF of Biosafety Level Two (BSL2) Laboratory / Office / Headhouse and Greenhouse facilities. The base bid for the project includes complete interior demolition and new construction of the interior administrative areas, laboratories, and headhouse.New electrical work will include the building power service entrance with new switchgear; normal power distribution system with all new panelboards, conduit and wiring, and devices; emergency power distribution system with new generator and automatic transfer switching; and lighting system with new luminaires throughout. New telecommunications work will include data, communications, and security systems. New mechanical systems will be served by district steam and chilled water utilities and will include new DOAS, fan coil units, exhaust fans, along with associated fume hoods, exhausted storage, exhausted scientific equipment, and associated supply air and exhaust air terminal devices and ductwork as well as a full building controls system and anew Energy Monitoring and Control System (EMCS). Building utilities will include compressed air, vacuum, and various piped laboratory gasses along with associated turrets. Plumbing will include new toilet rooms, showers, lab waste and vent system, hot water system, deionized water system, and tepid water system serving safety shower stations and eye wash stations. Fire protection work will include new alarms and sprinkler systems. Architectural work will include complete reconfiguration of the building layout. Close coordination of utilities installation and other issues with contractors installing specific scientific equipment and apparatuses outside the scope of the contract will be required. A new elevator will be installed in the building, with a new elevator pit. Site work will include minor site improvements. Modular trailers may be included in the project to provide swing space for the occupants, but this requirement may be removed from this construction contract if/when suitable swing space is provided by Penn State University.The magnitude of construction is between $25,000,000.00 and $100,000,000.00. Construction duration is approximately 730 calendar days from Notice to Proceed. Additional information in accordance with the Statement of Work will be included in the Request for Proposal (RFP) package.This will be a Two Phase Design-Build contract utilizing the best value tradeoff process. An award will be made to the Offeror whose proposal is determined to be the best value to the Government considering the evaluation factors. It is anticipated that Phase I will be released on or about 12 August 2022 with proposals due on or about 12 September 2022.Phase I of the solicitation will be provided in an electronic format, free of charge, to all authenticated account holders of the beta.SAM.gov system.
