Description

Scope of Services
The County of El Dorado (hereinafter referred to as “County”) is soliciting sealed proposals from highly qualified and experienced firms for the evaluation and determinations of hazardous trees as defined by the Federal Emergency Management Agency (FEMA) within the Caldor Fire area located within and adjacent to the public right-of-way in the County of El Dorado. The County requires an arborist that is trained and experienced in FEMA hazardous tree eligibility and documents as required for FEMA Public Assistance funding. The selected arborist shall be a separate contractor, and shall not be affiliated with either the County debris monitoring entity, or the County tree removal contractor.
The Caldor Fire has damaged trees along approximately 22 miles of County maintained roads in and around the County right-of-way, leaving hazardous trees and branches. The County right-of-way along these roads vary in width; ranging on the narrowest being the width of the road plus a few feet of maintained shoulder, to a width of approximately twenty feet. The County requires assistance evaluating which trees are hazardous or have hazardous limbs as defined by FEMA in the County right-of-way and on private property that threaten the County right-of-way.
The County will award an agreement to the top-ranked Proposer resulting from this competitive process. This Request for Proposal (RFP) includes a description of the evaluation and selection process, Scope of Work, proposal requirements, and insurance requirements.
