Contractors with expertise to perform the role of Construction Manager for the Vancouver Aquatic Centre to be constructed in Vancouver’s West End adjacent to the sea wall, 1050 Beach Avenue, Vancouver, BC. Interested parties (“Respondents”) are required to respond to this RFEOI in accordance with the instructions set forth in this RFEOI. The RFEOI will be administered through this website (JAGGAER) that is the City’s electronic procurement portal (the “Supplier Portal”). Expressions of Interest may only be submitted via the Supplier Portal in the format requested by the City. Each Proponent is solely responsible for reviewing and complying with any Supplier Portal terms and conditions which apply to and govern the use of the Supplier Portal. If there is any inconsistency or conflict between the provisions of this RFEOI and the Supplier Portal terms and conditions, then the provisions of this RFEOI will govern. 2.0 Background The Vancouver Aquatic Center, built in 1974, located next to English Bay in Vancouver’s West End, is one of Vancouver’s oldest aquatic facility. Due to its inability to meet current and future programming demands and aging building systems, the building is in need of renewal/redevelopment. With a 50-meter 8-lane lap pool, dive tank with a 10-meter diving platform, and spectator seating, it is Vancouver’s only pool capable of hosting competitions. The existing approximately 75,000 square foot facility includes a fitness area, hot pool, sauna, and a shallow teach tank. The 2019 Vancouver Park Board VanSplash Aquatics Strategy identified that many of the building components of the nearly 50-year old facility are approaching the end of their functional lifespan and are in need of renewal to meet contemporary energy, accessibility, seismic, and program requirements. Vancouver City Council prioritized the renewal of the Vancouver Aquatic Centre through the approval of the 2023-2026 Capital Plan and Vancouverites approved this direction through the October 2023 plebiscite. (a) Location: The existing Vancouver Aquatic Centre is located in Vancouver’s West End adjacent to the sea wall. Site Address: 1050 Beach Avenue Zoning: RS 1 Floodplain: Flood Construction Level (FCL) of minimum 4.6 m (15.09 ft.) (b) Building Area: The existing facility is approximately 75,000 square feet in area. Following the renewal project the facility will expand to approximately 135,000 square feet in total with approximately 125,000 square feet allocated to support VanSplash aquatic objectives, and approximately 10,000 square feet of childcare space(if determined to be feasible). The floor area will be confirmed based on the program option selected at the Pre-Design stage. City of Vancouver has retained a professional consulting team led by Acton Ostry Architects Inc for feasibility studies, program definition, and design and construction contract administration of the new/renewed facility. 3.0 Scope of Work Refer to Scope of Work found under 'Buyer attachments' for details. 4.0 Description of Products and Services Refer to Scope of Work found under 'Buyer attachments' for details. Description 5.0 Anticipated Period of Issuance of RFP Should the City proceed in issuing a Request for Proposals ("RFP"), the RFP will serve as the second phase of the selection process and will focus on the construction management proposal and its relative costs. A number of Respondents will be shortlisted as a result of the RFEOI process. Group 2.1: Qualifications Instructions: 2.1.1 Mandatory Qualifications: Respondents must have recent experience (preferably within the last 5 years) in: a)Natatoriums or recreational or swimming pools or social/civic buildings of similar scale and complexity as the project b)Mixed use developments of similar scale and complexity c)Construction Management at Risk delivery with pre-construction services d)Construction projects within the City of Vancouver e)LEED Gold certified projects f)Special/challenging construction projects g)Rehabilitation of existing structures All Respondents must state fulfillment of these qualifications, including examples, in their proposals. 2.1.2 Preferred Qualifications: Preference will be given to Respondents with recent experience (preferably within the last 5 years) in: a)Innovative solutions to challenging construction projects b)Passive House Standard certified projects c)Creative means and methods to achieve cost and schedule savings d)Prefabrication of components or construction elements e)Child care facilities f)Fast tracked construction Group 2.2: Corporate Capability Instructions: 2.2.1 Track Record: Proven track record substantiated by recent (last 5 years) and relevant client references for the Respondent; 2.2.2 Current Workload: Current workload capacity of the Respondent; 2.2.3 Key Personnel: 1) Respondent’s listing of key personnel to be included in the project team including qualifications and relevant experience; and 2) Respondent’s demonstration of sufficient qualified staff to act as back-up in case of unexpected absence of key personnel. 2.2.4 Approach and Methodology: Based on a brief (maximum one page) outline of the Respondent’s approach to the project and to risk, schedule, cost and quality control as applied to the project 2.2.5 Financial Capability: Financial capability to undertake the role of Prime Contractor. 2.2.6 Litigation History: History of any litigation or claims made against the Respondent, or made by the Respondent against the City, during the three (3) year previous to the Closing Time. 2.2.7 Insurance & Bonding Requirements: Ability to meet insurance and bonding requirements (requires a letter from a bonding company confirming the Respondent’s bonding capability). 2.2.8 Value Added: Innovative ideas relating to execution and deliverables.
