Presolicitation Notice for Armor Hardware, Turret Systems, and Platform Integration KitsNotice Type: PresolicitationSolicitation Number: W15QKN-24-R-0012Title: Armor Hardware, Turret Systems, and Platform Integration KitsSet Aside: 100 % Small BusinessDESCRIPTION:PRESOLICITATION SYNOPSIS NOTICE: The U.S. Army Contracting Command – New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of Project Manager Soldier Lethality (PM SL) anticipates issuing Request for proposal (RFP) W15QKN-24-R-0012 for Armored Hardware, Turret System (AHTS)s, Platform Integration Kit(PIK)s, and associated spare parts and special tooling to support integration of crew served weapons on vehicle platforms. The AHTSs consists of Gunner Protection Panels and Kits (e.g. Objective Gunner Protection Kits (OGPK)) that includes mechanical, electrical and electromechanical components such as cables, gunner accessory package (GAP), turret drive motors, controllers and transparent armor. The turret system
consists of hatch assembly, slew bearing and gear ring for tactical vehicles, interfacing with Gunner Protection Kits. The PIKs provide the unique mechanical and electrical interfaces to integrate Remote Weapon Systems (RWS) to a variety of U.S. Government (USG) platforms.The USG intends to issue the RFP as a 100% set aside for Small Business. The USG intends making up to two awards as the result of the RFP. Each of the awarded contract(s) , will include five one-year ordering periods and will contain priced quantity ranges to cover AHTSs and PIKs requirements. In the event more than one award is made, subsequent delivery orders shall be competed utilizing best value techniques ensuring Fair Opportunity is given, as prescribed in Federal Acquisition Regulation (FAR) FAR 16.505(b).The initial Technical Data Package(TDP)s are for the Objective Gunner Protection Kit (OGPK); CROWS Boresight KIT(BSK); Vehicle Integration KIT (VIK) M153A2E1 M1A2; VIK KIT, Stryker ICV, CV, ICVV, CVV; Javelin Interface Bracket (JIB) with Hardware in Adobe Portable Document Format, which will be electronically transmitted. As future needs for the AHTSs and PIKs are identified during the five years of the contract(s), Firm Fixed Price (FFP) delivery orders will be competed among the Offerors who have been awarded Indefinite Delivery Indefinite Quantity (IDIQ) base contracts.The Statement of Work (SOW) will the define the contractors manufacturing, fabrication, assembly, production and delivery of armor and turret system hardware as well as platform integration kits in accordance with the USGs TDPs. Any offeror awarded a contract resulting from the formal solicitation shall be required to conduct First Article Test (FAT)s.Required AHTSs, and PIKs configurations and associated Spare Parts and Special Tooling Production Rates are as follows: Up to 100 per month for each awarded Line Item Number (LIN) with the capability to ramp up within 6 months to a minimum of 300 per month per LIN.First Article Test: FAT for AHTSs, PIKs, and associated spare parts and special tooling will be required for each awarded contract(s) within 180 days after delivery order award.The TDPs will be attachments to the solicitation and will be marked with either “Distribution C” or “Distribution D” restrictive marking which limits distribution to Department of Defense and U.S. DoD contractors. These TDPs contain technical data whose export is restricted by the Arms Export A.8 Control Act (Title 22, U.S.C., Sec 2751, et seq.) or Export Administration Act of 1979 (Title 50, U.S.C., App 2401, et seq.), as amended. Violations of these export laws are subject to severe criminal penalties. This also applies to distribution of the TDPs to all subcontractors at every level. After the solicitation is released, and the required documents have been received and verified, the ACC-NJ will release the proprietary TDP by electronic upload to Department of Defense (DoD) Secure Access File Exchange (SAFE) to the email address of the receipt identified in your non-disclosure agreement. This PRE-SOLICITATION SYNOPSIS NOTICE is for information and planning purposes only and does not constitute a formal RFP. Following the release of an official solicitation, responsible sources may submit a capability statement, proposal, or quotation, which will be considered by the USG. This PRE-SOLICITATION SYNOPSIS NOTICE is not to be construed as a commitment by the USG. This is not a solicitation and does not obligate the USG to issue a solicitation, nor will the USG be liable for any costs involved in submission of information in response to this notice.
