"SECTION ONE: GENERAL INFORMATION\n\n1.1;\n\n1:2.\n\nPurpose\n\nThe City of Charleston is soliciting Expressions of Interest (\u201cEOI\u201d or \u201cProposals\u201d) from\nqualified firms to provide a comprehensive safety action plan relating to assessment\nand development of cost estimates and cost benefit analysis of proposed\nalternatives to an ongoing roadway infrastructure mobility project.\n\nBackground\n\nThe City of Charleston, received USDOT Safe Streets and Roads for All (SS4A) funding to\ndevelop anew Comprehensive Safety Action Plan. Charleston is the cultural,\nrecreational, and business capital of Appalachian WV, yet challenged by significant\nthreats to safe transportation.\n\nCharleston is a regional transportation hub connected to three interstates, two U.S.\nroutes, and four state highways. Much of Charleston\u2019s roadway infrastructure is old,\npoorly connected, lacking in pedestrian mobility features, and optimized for speed over\nsafety. According to FARS
data, Charleston\u2019s fatality rate per 100,000 people is 14.58,\nwith 35 total roadway deaths from 2016 to 2020. These events are spread throughout\nthe city, indicating systemic safety issues.\n\nCharleston intends to use the grant funding to study and address Roadway safety and\nmobility issues and provide a report on possible solutions.\n\nCharleston will partner with community stakeholders to develop a cost-effective, data-\nbased Action Plan to address these safety and equity gaps.\n\nPage 3 of8\n" "SECTION TWO: SCOPE OF SERVICES\n\n2.1;\n\nExpectations\n\nThe procured firm will develop recommendations for moving forward with an action plan\nin the most cost-effective way based on their findings. These findings will be shared with\nthe appropriate stakeholders to make a final decision about the best way to move\nforward.\n\nPlan components will include:\n\nIdentifying priority intersections with the largest safety concerns\nImplementing low-cost safety enhancements (striping, lighting, vegetation\nremoval)\n\nPrioritizing ADA accessible sidewalk infrastructure\n\nlanning a complete streets approach (vehicle speed reduction, bicycle lanes, -\nmedian, islands, tree cover, and transit connections.\n\nReconnecting communities in the Triangle District, that were disconnected by\nconstruction of Interstate 64 in the 19705\n\nSupporting the City\u2019s QAlert system which allows residents to report safety\nconcerns.\n\nBuilding upon the 2021 U.S. DOT RAISE Planning Grant award for the \u201cCapital\nConnector\u201d - a corridor that has the City\u2019s two most unsafe intersections.\n\nThe Action Plan will be reviewed by City Council with a stated commitment to achieve\nzero roadway deaths by 2040.\n\nPage 4 of8\n" "SECTION THREE: INSTRUCTIONS TO FIRMS SUBMITTING PROPOSALS\n3.1. The Proposal\n\nConsultants interested in being considered for work must submit an Expression of Interest\n\nto the City Purchasing Director. No pricing information is permitted to be included in the\nsubmitted EOI.\n\nProposals should be prepared simply and economically, providing straightforward,\nconcise descriptions of the firm\u2019s capabilities to satisfy the City\u2019s service needs. Emphasis\nshould be placed on completeness and clarity ofcontent.\n\nThe EOI should include the following items:\n\ne Statement of the firm\u2019s history and experience;\n\ne Statement of the firm\u2019s overall capabilities to handle the proposed work,\nincluding personnel to be assigned to the work, their qualifications, and their\ncurrent workload;\n\ne Statement identifying who the intended project manager willbe;\n\ne Statement regarding the firm\u2019s familiarity or expertise with managing\nconstruction projects on behalf ofowners;\n\ne Office location where the work will primarily be performed;\n\ne Statement of whether subconsultant work is expected and, if so, a list of\nintended subconsultants;\n\ne A .certification from the West Virginia State Board of Registration for Professional\nEngineers that the person in responsible charge of the firm is a registered\nprofessional engineer in the State of West Virginia and is amember in good\nstanding;\n\nPage 5 of8\n" "3.2.\n\n3.3.\n\ne Statement that the firm\u2019s Workers\u2019 Compensation and Unemployment Accounts\nare in good standing;\n\ne Statement regarding any debarment status (whether debarred by anyfederal,\nstate, or municipal agency);\n\ne Statement that the firm is in good standing with the City Collector\u2019s Office\nregarding its tax and fee obligations to the City of Charleston (if applicable); and\n\ne 2 letters of reference from clients for whom the firm has providedcomparable\nservices within the last 3 years.\n\nNOTE: Ownership of all data, materials, and documentation originated and prepared for\nthe City pursuant to this solicitation will belong to the City and are subject to the West\nVirginia Freedom of Information Act, unless the content is proprietary in nature such that\n\nit is excluded from production.
