NOTICE OF INTENT TO INCREASE CEILING OF N66001-16-C-4011

This is a Notice of Intent to Increase the Ceiling of Contract N66001-16-C-4011 awarded on behalf of the Defense Advanced Research Projects Agency Defense Sciences Office (DARPA DSO) on 15 July 2015 for a performance period of 12 months with no option periods. The effort under the contract is in support of the DARPA DSO Program, Shared Spectrum Access for Radar and Communications (SSPARC) seeks to improve radar and communications joint operational capabilities through spectrum sharing. Spectrum congestion is a growing problem. It increasingly limits operational capabilities due to the increasing deployment and bandwidth of wireless communications, the use of net-centric and unmanned systems, and the need for increased flexibility in radar and communications spectrum to improve performance and to overcome sophisticated countermeasures. SSPARC seeks to develop sharing technology that enables sufficient spectrum access for radar and communications systems to accomplish their evolving

missions. Under this additional effort, the contractor shall explore various concepts of operations for covert urban communications and surveillance based on the Tower of Babel technology architecture. Potential performance shall be analyzed for Urban Communications throughput and surveillance mode Radar functions in a mega-city urban environment. Potential transmit/receive deployments, embedded waveforms and processing architectures will be developed and evaluated. The NAICS code for this procurement is 541712 Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). Due to the nature of Research and Development efforts, DARPA DSO could not have reasonably estimated the results and/or need for additional research under this program. This action includes a ceiling increase of approximately $200,000.
