This synopsis is to construct seven (7) RV site pads at Family Camp on Hurlburt Field,
FL. The contractor shall furnish all labor, materials, tools, supervision, and equipment to perform all operations necessary to accomplish all work as shown on the drawings and specifications. This acquisition is Non-Appropriated Fund (NAF) funded and IAW
AFMAN 64-302, Public Law 85-536, Small Business Act of 1958, and Federal
Acquisition Regulation (FAR) guidance relative to small business and other award preference programs do not apply to NAF contracting. NAF contracts shall be awarded to the firm whose proposal is most advantageous to the Non Appropriated Fund Instrumentalities (NAFI). Therefore, market research for this acquisition will be conducted as Full and Open/Unrestricted Competition. Options will include adding two (2) RV site pads and relocating the dump site at the Family Camp. The North American Industry Classification System (NAICS) code for this project is 237990, Other Heavy and Civil Engineering Construction. This contract will be awarded in accordance with FAR Part 15, Negotiated Procedures. The Government reserves the right to award a contract to other than the low proposed price. The completion time for this project is 159 calendar days. The contract will be a single award, Firm-Fixed-Price type contract. Four (4) contract line item numbers (CLINs) will be incorporated into the contract. CLIN 0001 will be for work IAW Drawings and Specifications to construct seven (7) RV site pads, OPTION CLIN 0002 will be a bid option to construct one (1) additional RV site pad, OPTION CLIN 0003 will be a bid option to construct another one (1) additional RV site pad, CLIN 0004 will be a bid option to relocate the dumps station. Estimated construction magnitude for the total project is less than $500,000. Payment and performance bonds will be required within ten (10) days of contract award. The work is required in support of the 1st Special Operations Civil Engineer Squadron. The issuance date for this solicitation is projected to be on/about 17 August 2017. Prospective contractors must be registered in the System for Award Management (SAM) prior to award of a Government contract. Offerors are further advised that failure to register in the SAM Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number.
