     This is a sources sought notice only. It seeks information from sources that can provide Contractor-Owned, Contractor-Operated Fuel Storage Facilities and fuel management services in the North Pole / Fairbanks Area, AK. No solicitation is being issued at this time. The amount of information available for publication at this time is limited. This notice is also issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10.The Defense Logistics Agency (DLA) Energy, Storage and Services Division, Bulk Petroleum Supply Chain Business Unit-FESBB is seeking potential sources to perform non-personal services to provide Contractor-Owned, Contractor-Operated Fuel Storage Facilities and fuel management services in the North Pole / Fairbanks Area, AK. Potential sources should have the capability to store approximately 500,000 barrels of aviation turbine fuel and to receive product via commercial pipeline, rail tank cars, and tank trucks. Also have
the capability to ship aviation turbine fuel via Government-owned pipeline that supplies Eielson AFB, rail tank cars, and tank trucks.Interested firms must be able to provide Contractor-Owned, Contractor-Operated Fuel Storage Facilities, all personnel, equipment, tools, materials, supplies, and supervision necessary to receive, store, issue, maintain quality, and account for petroleum products, as well as maintain the associated fuel facilities. The Government anticipates issuing a solicitation for the award of a firm fixed price contract for a four-year base period, with the contract start date on or about March of 2020. This requirement may include a five-year option period and an option to extend the contract for no longer than six month. Contract awarded will be subject to FAR 52.222-41, Service Contract Labor Standards.The North American Industry Classification System (NAICS) Code is 493190, and the size standard is $27.5 million. Responses are limited to not more than 15 pages. Any information provided by industry to the Government as a result of this notice is voluntary. The Government will not pay for any information submitted in response to this notice. All responses to this notice must be submitted not later than 1:00p.m. local time (Ft. Belvoir, VA) on October 31, 2019.Responses will be accepted via e-mail only to Christopher.kidwell@dla.mil and shane.banks@dla.mil. In responding to this notice, interested firms must include the sources sought number SPE603-19-R-5X14 in the subject line of their e-mails. The following information is requested:1. Provide a company profile to include number of employees, annual revenue history (last 3 years), office location(s), DUNS/CAGE Code number, and a statement regarding current business status.2. Capability Statement. Provide a brief explanation of your firm's capabilities to provide Contractor-Owned, Contractor-Operated Fuel Storage Facilities, equipment, tools, materials, supplies, and supervision necessary to receive, store, issue, maintain quality, account for petroleum products, maintain the associated fuel facilities and to provide qualified and experienced personnel, with appropriate clearances, if required.3. Past Performance. Do you have past performance as a prime contractor or subcontractor on a service contract for similar fuels management requirements? If so, please provide the following information: Contract number, Name of Government Agency or Commercial Entity, Period of Performance, Dollar Value, Type of Contract (Fixed Price, Cost Reimbursement, etc.), and an explanation of services provided as they relate to COCO fuels management. If your firm acted as a subcontractor or joint venture, name the prime contractor or other party, the specific work performed and percentage. Address any past performance problems, and resolutions taken.4. Do you anticipate any type of teaming arrangement for this requirement? If yes, please address what kind of arrangement, and what percentage of work and type(s) of service would your firm perform?5. Does your company have experience with Service Contract Act of 1965 covered contracts? Does your company have experience with Collective Bargaining Agreements (CBAs)? Please explain in detail any experience your company has had interacting with labor unions. 6. Does your company have the financial capability and financial stability, and/or adequate lines of credit to sustain and support a four-year contract, in the event there are difficulties with invoice payments? Do you have an approved accounting system in place to adequately track expenditures? Please elaborate.7.
