This is a request for interested parties to provide a formal submission of interest to NIH in order to be competitively compared for a BPA award. The National Institutes of Health (NIH), Office of Research and Facilities ORF), Office of Acquisition (OA) Bethesda, MD is seeking to identify multiple Small Businesses with the interest and resources to enter into a Blanket Purchase Agreement (BPA) to provide water treatment supplies, to include Water Softening Salts (50 lb. bags of Morton's 1501 Water Softening Tablets or Equivalent) under North American Industry Classification System (NAICS) Code 424690 Other Chemical and Allied Products Merchant Wholesalers. The small business size standard for this industry is 150 employees or less. The Product Code is
6810 (Chemicals - Including Water Softening Compounds). ORF/OA anticipates procuring water treatment supplies valued between Micro-Purchase Threshold and Simplified Acquisition Threshold on a competitive basis through a BPA for Chemical and Allied Product Wholesalers. NIH is seeking contractors who have a history of dependable past performance and technical capabilities to provide a consistent low price and are able to fulfill and deliver its reoccurring water treatment supply needs.The items under the BPA include but are not limited to the following:1. 50LB Bags of Morton 1501 Water Softening Tablets (Or Equivalent) - The salt pellets must contain no less than ninety-nine. seven percent (99.7 %) of sodium chloride. The remainder can consist of additions such as monosodium citrate, calcium chloride, and/or magnesium sulfate.2. Other water treatment supplies of a similar nature as required by the Government.Contractors under this BPA must be able to meet orders up to $250,000.00 at a time. Due to the possibility of emergency orders, BPA contractors must also have the resources necessary to fulfill emergency orders within 48 hours. Contractors not able to meet the 48-hour lead time for emergency orders will not be considered for award. Each order will be competitively procured, unless otherwise justified by the Government (urgent and compelling need).When establishing these BPAs, the Government will competitively evaluate submissions through a comparative evaluation by considering whose past performance and experience has shown them to be dependable, offer quality services at consistently lower prices, and who have provided numerous purchases at or below the simplified acquisition threshold.In addition to evaluation of offerors experience and capabilities, a Seed Order will be awarded in order to determine price reasonableness of the three most highly qualified vendors. (See Order Line Items)This notice represents NIH's attempt to promote competition to the maximum extent practicable through competitive procedures prior to establishing the BPAs. NIH will establish no more than three (3) BPAs at a time for the procurement of water treatment supplies. If NIH finds that there is an insufficient number of BPAs to ensure benefit to the government, NIH will solicit quotations from other sources and make the purchase as appropriate, as well as, establish additional BPAs for future purchases.BPAs will be evaluated annually and may remain in place for up to three (3) years. Annual review of BPAs will be performed to determine whether the Government is receiving fair and reasonable pricing, usage and participation, which may result in either continuing the BPA or early expiration. If an agreement vendor fails to provide a quote on three consecutive orders, the vendor may have their BPA terminated and replaced with another vendor. ORF is seeking robust competition for individual requirements. Early expiration may result if the Government no longer has a requirement for the supplies called for under this agreement. Interested parties must be registered with the System for Award Management (SAM) under NAICS Code 424690 Other Chemical and Allied Products Merchant Wholesalers. Representations and Certifications must also be on record. SAM registration is free and completed through the website at https://www.sam.gov.Interested parties must be aware they will be required to make deliveries to NIH campuses with restricted public access. Therefore, interested parties must plan on delivery personnel accessing through designated points of entry for commercial deliveries, and personnel being subject to security protocol for those locations. Deliveries will also be required to be conducted outside of normal operating hours due a high level of vehicle and pedestrian activity on the NIH campus unless coordinated with the COR.IAW FAR 13.003(b) this procurement will be 100% set aside for small business concerns.Instructions to Interested Parties: If your small business organization has the potential capacity to supply these goods, and is interested in being considered for inclusion in this BPA, please respond electronically to the point of contact information below. Responses must reference "Water Treatment Supplies" in the subject field, be in Portable Document Format (PDF), submitted electronically to John Russell at John.Russell3@nih.gov with a courtesy copy to Ms. Jessica Miller, Jessica.miller@nih.gov, and include the following: 1) DUNS Number; 2) CAGE Code; 3) Tax ID Number; 4) POC's name, physical address, email address, and telephone number; 5) website address; 6) small business size, socioeconomic categories, and type of ownership for the organization; 7) Capability Statement that includes the ability to respond in 48-Hours, 8) Provide minimum of three (3) orders 100% completed in the previous 18 months valued between $6,500.00 and $45,000.00 for water softening salts, 9) Summary of maximum amount of requested items that may be fulfilled at any given time, and 10) Quote for initial "Seed" order.NIH plans to begin its comparative evaluation based on submissions from interested parties on or aroundTuesday September 3, 2019 @ 13:00 ET. NIH may continue to accept and evaluate submissions until the desired number of BPAs have been established.Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
