This is a notice of intent to sole source a contract under the authority of FAR 13.106-1(b)(2), only one source being available to meet the Government s need. The contract will be to purchase one each Cepheid GenExpert XVI 16 Module Infectious Organism Molecular Assay Lab Analyzer. The North American Industrial Classification System (NAICS) code for this procurement is 334516 Electromedical diagnostic equipment manufacturing, with a small business size standard of 1,000 employees. The FSC/PSC is 6632 Analysis Instruments, Medical Laboratory Use. The Department of Veterans Affairs intends to solicit and award a sole source contract for the purchase one each Cepheid GeneXpert XVI 16 Module Configuration to Cepheid, 904 Caribbean Dr, Sunnyvale, CA 94089. There are no other source of supply/service that will satisfy agency requirements. The Cepheid GeneXpert XVI 16 Module Configuration is to be used by: VA Northern California Healthcare System Sacramento VA Medical Center 10535 Hospital
Way Mather, CA 95655-4200 Essential/significant physical, functional, or performance characteristics: VA Northern California Healthcare system needs a device at the Sacramento Medical Center capable of providing PCR molecular testing for various organisms, such as C-Diff, norovirus, Flu A/B and COVID-19. The system must have 16 or more modules/bays for testing. The system should be able to fit into a space of 10 3 x 8 10. The system must have a maximum draw of 10A for 100V. The system will be provided with a desktop workstation for management and connectivity. Must have high specificity and sensitivity for each analyte. Turnaround time for all tests shall be less than an hour. System will also include at least a Black and white printer. System will also include a UPS capable of supporting a system with a 1.5KVA output power for at least 3 minutes. UPS must be a maximum size of 12 30.1 cm height, 11.2 cm width, and 38.2 cm depth Complete generic identification Infectious Organism Molecular Assay Lab Analyzer Applicable model/make/catalog number Cepheid GeneXpert VXI R2, GXXVI-16-D Manufacturer name Cepheid Any responsible source that feels it is capable in performing this requirement may submit a quote for the above listed items and describe and/or submit documentation to support your capabilities. The response will be considered by the agency. If you are not the Original Equipment Manufacturer (OEM), you must submit an authorized distributor letter signed by the OEM. If you are not the OEM and a small business, you must indicate in your response how you will comply with limitations on subcontracting and/or the non-manufacturer rule. Responses should be submitted to Brian K. Fritz at Brian.Fritz@va.gov no later than December 23, 2022 at 10:00 AM Pacific Time to be considered. If no responses are received, the Government will continue with its sole source procurement, and a sole source Request for Quote will be published to contract opportunities in accordance with FAR 5.102.
