Exterior Retrofit, Mechanical Upgrade, Site Works Project Description :This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Labour, Consumer Protection & Government Services, Capital Project Planning and Delivery (“CPPD”) on behalf of the owner of the project, Manitoba Housing and Renewal Corporation (“Owner”) to prospective proponents to submit proposals for an Exterior Retrofit, Mechanical Upgrade, Site Works as further described in Section 1 of the RFP. CPPD requires the services of a Contractor for Exterior Retrofit, Mechanical Upgrades, Site Works see Table 1.1.3 for building type and location. The Scope of Work includes, but is not limited to, replacement of roofing assembly, rain gear, attic insulation, partial wall claddings, windows and exterior doors, mechanical HVAC upgrades, including retrofit of existing walkways, patios and stairs, re-grading and landscaping, parking area, garbage

enclosures, tree removal/pruning, fence replacements, electrical and lighting upgrades to the site. Work site locations will be fully occupied during construction. CPPD is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be: Contract Administrator: El Dela Cruz Email: cppdprocurement@gov.mb.ca Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal. An optional Site Visit has been scheduled as follows: Location: (1) 366 Pacific Ave (2) 390 & 392 Pacific Ave (3) 394 Pacific Date and Time: December 13, 2022 at 1:30 PM Proponents are to meet at location prior to 1:30 PM to sign the site attendance sheet. Attendance at the site visit will be confirmed and recorded. Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the Site Visit unless the RFP Contact has provided the information in writing. Deadline for questions January 3, 2022. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca CPPD will only address questions that were sent to this email address. Bid submission deadline is January 11, 2023 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
