The Bureau of Land Management, Washington Office intend to award a single IDIQ to issue task orders for long term pastures for wild burros (location Utah). GENERAL DESCRIPTION OF SERVICES: "The contractor shall provide all necessary land, facilities, personnel, and supplies to perform the following general tasks. Specific requirements for each are explained later in this section. Provide land, forage, salt, minerals, water and fences necessary to properly care for and maintain a minimum of 1,000 up to a maximum of 2,000 wild burros (based on the offeror¿s proposal). The contractor must also provide supplemental feed as necessary to maintain the animals in good condition (i.e. during periods of drought, deep snow, ice storms, fire, during times when the forage is depleted of protein content or when other circumstances warrant)...." combined solicitation/synopsis. The total cost is for the additional cost to the government for relocation cost (i.e. animal preparation, holding and shipping). The successful award(s) will be based on a determination of best value as defined by the Federal Acquisition Regulation (FAR) 2.101, which includes considering the total cost and risk. The total evaluated cost considers the cost and risk of moving animals from an existing facility/pasture to a new facility/pasture. Preparation and shipping cost are not assessed to offerors currently in possession of animals, with at least satisfactory past performance. Offerors in areas of expansion (when there is a need for additional pasture space) are not assessed a preparation and shipping cost. In addition, the incumbent must meet or exceed the requirement of the solicitation and can be determined un-awardable (i.e. price not reasonable FAR Part 15, not responsible FAR Part 9, or otherwise not technically acceptable).
