Crystal Instruments CoCo-80X Portable Machinery Analyzers

The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for the purchase of two (2) CoCo-80X Portable Machinery Analyzers for the Navy Submarine Vibration Monitoring Program, which is manufactured by Crystal Instruments (CI).    The NAICS code is 334515 and the Product/Service Code is 5840.The proposed purchase order is being solicited on a sole-source basis to CI.  The proposed action is for the CoCo-80X Analyzers to be integrated into an existing vibration analyzer system for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii).  The basis for restricting competition is for the following reason: CI is the only source as they are the manufacturer of this analyzer and have proprietary rights.  The NSWCCD intends to award a firm fixed-price purchase order to CI using Simplified Acquisition Procedures.       Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 12 December 2018.  This notice of intent is NOT a request for competitive proposals.  However, all responses received by 12 December 2018 at 09:00 AM EST will be considered by the Government.  Any questions must be received via e-mail by 5 December 2018 at 09:00 AM EST.  A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.    Inquiries should be directed to Patricia Vara at
