Online Q&A Online Q&A No Contact Information Contact Info Alexander Mendivil 858-614-5743 AJMendivil@sandiego.gov Bids to Owner's Agent Description Scope of Services The Environmental and Permitting Support (EPS) Section within E&CP provides environmental and permit assistance throughout various phases of CIP projects, including preliminary engineering, design, construction, and post-construction. EPS ensures that CIP projects (along with other assigned public projects) comply with all local, state, and federal requirements. Conducting early reviews of proposed CIP projects, EPS provides advisory guidance to avoid and minimize permitting requirements and identifies needed permits and further CEQA review requirements. Project designs are thoroughly examined by EPS to meet permit requirements from local, state, and federal agencies, with the goal of minimizing environmental impacts. The team prepares and submits application packages, oversees consultants, and collaborates with project teams to promote designs that are context-sensitive. EPS also engages in negotiating permit requirements, actively seeks programmatic permits for efficiency, and conducts reviews of technical studies. The Entitlements & CEQA Compliance (ECC) Section of E&CP collaborates with the EPS Section on projects requiring a discretionary permit. This includes processing development permits (CDPs/SDPs) for CIP and public projects located in Environmentally Sensitive Lands (ESL), involving historical resources, and/or located in the Coastal Zone. ECC prepares environmental documents and directs the specialized work of outside environmental consultants. ECC is also responsible for meeting noticing requirements per local, state and federal laws. The selected consultant will be tasked with supporting both sections where City employees lack specialized expertise in a given discipline or supplemental support is required to achieve desired project outcomes. The Department seeks As-Needed Environmental Consultant Services to assist in the development and preparation of CEQA-related documents, support the Department in obtaining project-specific permits from regulatory agencies, and related tasks as necessary. Services under this contract will require subject matter specialty and environmental regulatory expertise to satisfy State and Federal compliance with the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA), as well as local, regional, and federal environmental compliance, and could include the following types of services, which are more fully described in the following sections: E&CP will authorize work or services by issuing “task orders.” Separate task orders developed for As-Needed support shall describe a specific scope, schedule, and compensation necessary to complete a given task. Before work begins on any specific task, the E&CP contract manager shall sign and authorize the work to be done via an Authorization-to-Proceed memo. Each task order will be individually defined and negotiated independently. Not all of the services described may be carried out under this contract, nor within a single task order. E&CP reserves the right to modify or substitute As-Needed tasks to meet the goals of CIP or general projects during the approved contract period.
