Parts/components for the Colt M4 Rifle in support of DOE/NNSA, Office of Secure Transportation (OST)

This is a notice of intent and is not a request for competitive quotations or proposals. No solicitation to this requirement will be posted. This a notice to negotiate and award a sole source contract in accordance with (IAW) Federal Acquisition Regulations (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, with Colt’s Manufacturing, 547 New Park Ave West Hartford, CT 06110 or FN America, LLC, 797 Old Clemson Rd Columbia, SC 29229.The U.S. Department of Energy/National Nuclear Security Administration’s (DOE/NNSA) Office of Secure Transportation (OST) plans to contract for the purchase of parts/components for the Colt M4 Rifle by means of other than full and open competition.  OST is responsible for the safe and secure transportation of nuclear weapons, special nuclear materials, and weapons components/assemblies between production facilities and Department of Defense (DoD) facilities using ground and air modes of

transportation.  The nuclear materials and components are entrusted to the custody of the OST Federal Agents (FAs) who are responsible for preventing the theft, sabotage, or takeover of nuclear weapons/materials.  OST FAs receive extensive firearms training which provide them with the tactical and decision-making skills necessary to protect the nuclear shipments.The government intends to award a sole source contract, firm fixed price (FFP), contract to Colt’s Manufacturing CAGE code 13629 or FN America, LLC CAGE Code 3S679 for this requirement under the authority of FAR 6.302-1(a)(2).  The NAICS code for this requirement is 332994 and the applicable business size is 1000 employees.To carry out its mission, OST selected the Colt M4 Carbine weapon because it is compact, light, customizable, accurate, and the preferred weapon by the US Military. Given that the demand for FA protection of nuclear transportation services/activities are expected to increase dramatically over the next five years as a result of current Presidential initiatives associated with the nuclear weapons stockpile dismantlement and international nonproliferation efforts, OST has a critical need to solicit on a sole source basis the parts/components necessary to maintain the Colt M4 Carbine for FA protective force functions in accordance with Colt's M4 Carbine TDP. To meet its national security mission, OST has a critical need to maintain a spare and replacement parts/components inventory for the Colt M4 Carbine weapon.  Due to the increase in missions and extensive training that OST FAs undertake to maintain their tactical proficiency in using the Colt M4 Carbine, OST cannot procure the M4 parts/components that are not manufactured, inspected, and tested in accordance with the Colt M4 Carbine TDP.  OST armorers have identified up to ninety-four (94) parts and components that need to be stocked and replenished in order to maintain the reliability and performance of the Colt M4 weapon.  In this case, the Colt M4 Carbines are precisely manufactured to a “military specification (MIL-SPEC)” and “military standard (MIL-STD)” which comprise the Colt M4 TDP.  The MIL-SPEC defines the physical and/or operational characteristics of the M4 Carbines while the MIL-STD details the inspection and sampling protocols to be used to ensure conformity of the Colt M4 Carbines. This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet the requirement, as outlined above may give written notification prior to the response due date via e-mail to Kim.Sosinski@nnsa.doe.gov. Responses are required to be submitted within 15 calendar days of the posting of this notice. Responses containing supporting evidence of your ability to perform this requirement must be furnished in sufficient detail to demonstrate this ability for evaluation.  However, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. DOE/NNSA/CPD will not be responsible for any costs incurred by responding to this notice. This notice in no way obligates the Government to award any contract.  A determination made by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
