HVAC Master Agreement What We Are Looking For The Office of the City Administrator, Real Estate Division, is seeking licensed C-20 Warm-Air Heating, Ventilation and Air-Conditioning Contractors to perform building maintenance and repair work. [Preferred for contractor’s to also have C‐4 and C‐38.] The work shall be performed on an “if-and-as-needed” basis in accordance with the San Francisco Administrative Code, Chapter 6, Section 6.70, “Real Estate Public Work,” requirements. Contractors who can provide licensing, qualifications, experience, certifications and expertise of work may be awarded a master agreement for a term not-to-exceed five years. When work is available, at least three C-20 Warm-Air
Heating, Ventilation and Air-Conditioning Contractors will be selected randomly to submit a competitive quotation for the work. The contractor submitting the lowest responsive quotation may be awarded the Contract Service Order (CSO) to perform the work. All maintenance and repair services work shall conform to the City’s subcontracting, insurance, bonds, indemnity and prevailing wage requirements for public work. C-20 Warm Air Heating, Ventilating, and Air-Conditioning Requirements The C-20 Warm-Air Heating, Ventilation and Air-Conditioning Contractors pool will be utilized to perform maintenance and repair of mechanical and control systems in City owned buildings. These contractors will be working with energy efficient equipment and control systems, and may provide proprietary equipment and controls to integrate with existing building equipment. Contractors are required to have manufacturer’s training and green building expertise to work with any existing building proprietary equipment and provide energy efficiency programming for the building management control systems. The projects include a significant amount of specialized, energy efficiency HVAC work, as well as, specially manufactured, proprietary equipment. LBE Subcontracting Requirements LBE subcontracting participation requirement for the professional services portion of this project will be 7.5%. The availability of Minority Business Enterprises ("MBE"), Woman Business Enterprises ("WBE") and Other Business Enterprises ("OBE") to perform sub work is: 3.2% MBE, 0.9% WBE, and 3.4% OBE. The subcontracting requirement for this project is less than 20% because the availability of qualified contractors is limited to those that have received training from the manufacturer of the existing proprietary equipment, and can provide energy efficiency programming for the building management control system. Contractors may not discriminate in the selection of subcontractors on the basis of race, gender, or other basis prohibited by law, and they shall undertake all required good faith outreach steps to ensure that neither MBEs nor WBEs nor OBEs are unfairly or arbitrarily excluded from the required outreach. Subcontracting opportunities may include, but are not limited to, the following major types of work: Boiler/Hot Water/Steam Fitting (C-4); Boiler/Hot Water/Steam Fitting Supplies; Heating/Ventilation/Air Conditioning Contractor (C-20 Non-Specialized); Electrical Contracting (C-10); Hazardous Materials Contractors; Insulation/Acoustical Contractor (C-2), Sheet Metal Contractors (C-43) and Trucking & Hauling. Submittals Contractors interested in being awarded maintenance and repair services master agreements should submit a cover letter requesting a master agreement for maintenance and repair services and the completed Contractors Questionnaire with the information that demonstrates their licensing, qualifications, experience, certifications and expertise of work.
