Upland is located within the western portion of San Bernardino County and bounded on the north by San Bernardino County, on the east by the City of Rancho Cucamonga, on the south by the City of Ontario, and the west by the Cities of Claremont and Montclair. The city measures 15.62 square miles and is primarily built-out, with a few remaining undeveloped parcels. The city is mostly residential with approximately 73,700 residents, with a mixed use of commercial businesses and a minor number of industrial parcels near the eastern and western city limits. The Public Works Operations Division is responsible for the maintenance of approximately 200-centerline miles of city streets and 38-miles of city alleys. The city was incorporated in 1906 as a general law city and operates under the Council/Manager form of government. The city is governed by a five-member City Council and is administered by the City Manager. GENERAL INFORMATION The City of Upland has a need for on-call services for
routine concrete sidewalk and curb & gutter repair and is soliciting proposals from qualified paving contractors for “On-call Concrete Pavement Repairs”. Scope of Work The successful proposer will be awarded a contract with a "not to exceed amount" estimated to be between $150,000 to $300,000 annually based upon the city’s adopted budget using the established prices for labor, equipment, and materials as identified within Exhibit “A” for this contract. The successful proposer shall be asked to provide repairs at various locations throughout the city on an annual or semi- annual basis based upon these established fees. Any work determined to be needed outside of the established costs will be negotiated at that time. The city is divided into sixteen (16) grids, with four (4) grids within each council district. City staff will develop the list of locations in need of repair within a minimum of four (4) grids and a maximum of eight (8) grids on a semi-annual basis and will share these locations with the contractor. The list of locations shall include all four council districts however every effort will be made to keep the work in each district within a reasonable central location. The city shall share this list with the contractor and the work will then be scheduled by mutual agreement and be completed with the time agreed upon for each specific item of work. Failure to promptly respond or to complete the work in a timely manner shall give cause for termination of this agreement at the City’s sole discretion. Term The contract’s duration shall be for a period of two (2) years beginning July 1st following the award of the contract and may be renewed at the City’s option for three (3) additional one-year extensions. The contract rates as determined by this RFP shall remain in effect for the first two (2) years of the contract, however a cost-of-living increase (CPI) will be negotiated with the contractor at the time of each additional one (1) year contract extension. PROPOSAL SUBMITTAL GUIDELINES Contractor is required to submit a proposal in a sealed envelope at the address listed below: City of Upland City Hall Attn: City Clerk 460 N. Euclid Avenue, Upland, CA 91786 Request for Proposals: On-Call Concrete Pavement Repairs On-Call Concrete Repairs Request for Proposal - 3 - Proposals may be mailed or hand-carried to the City of Upland City Clerk but must be received no later than Thursday at 2:00 p.m. on May 1, 2024. The City of Upland does not recognize the U.S. Postal Service or any other organization as its agent for purposes of accepting proposals. Proposals may be modified or withdrawn prior to the established date and time. All proposals received after the deadline will be rejected and returned unopened. No extensions will be granted. All proposals shall be submitted in a sealed envelope plainly marked Proposal for “On- Call Concrete Pavement Repairs”. The proposer's name and address shall appear in the upper left-hand corner. Rejections All proposals will be reviewed to determine conformance with the RFP requirements. Failure to meet the requirements will be cause for rejection of the proposal. Any proposal which is incomplete, conditional, or contains irregularities may also be rejected. The City of Upland reserves the right to: A. Select any proposal as a basis for written or oral communication with any or all the companies or individuals when such action is in the best interest of the City of Upland. B. Exercise discretion and apply its judgment with respect to selection of any proposals submitted. C. Reject all proposals. Competency of Proposer A. No proposal will be accepted from, or contract awarded to, a proposer who is not licensed in accordance with the law, who does not hold a license qualifying him/her to perform work under this contract, who was not provided a proposal form and who has not successfully performed on projects of similar character and scope. B. Before the award of any contract, the proposer may be required to show, to the complete satisfaction of the City, that it has the necessary facilities, equipment, ability, experience, and financial resources to provide the services specified herein in a satisfactory manner. Generally, contractor history and five references are required at a minimum. C. The City may make reasonable investigations deemed necessary and proper to determine the ability of a contractor to perform the work, and the contractor shall furnish the City all information requested for this purpose.
