Response to this notice is strictly voluntary and will not affect any firm's ability to submit a proposal if and when a solicitation is issued.The U.S. Army Corps of Engineers (USACE), Pittsburgh District, is conducting market research to determine the business size and capabilities of potential sources for the miter gate hydraulics upgrades as identified below.Description of Requirement:The U.S. Army Corps of Engineers, Pittsburgh District, has a project that involves the upgrade of the miter gate hydraulics systems at Emsworth Locks and Dams, Ohio River, PA. The contract generally
includes the installation of four (4) dedicated hydraulic power units (HPU) on the main chamber with new variable frequency drive (VFD) motor control centers (MCC), installation of a new central HPU for the auxiliary chamber, demolition of the existing central HPU, and demolition of existing hydraulic pipes and valves associated with the main chamber.  The major features of the requirements are identified below:The contract specifically includes:a.   Installation of additional shutoff valves on the middle wall oil piping to enable removal of the main chamber miter gate operating machinery from the existing central hydraulic network.b.   Testing of existing fiber optic network and production of network map.c.   Furnishings and installation of four dedicated HPU, including raised concrete pads, protection, associated electronics and hardware, and hydraulic oil, by each of the miter gate locations on the main chamber.d.   Furnishing and delivery of spare dedicated HPU.e.   Furnishing and installation of VFD control MCCs on the land and middle walls.f.    Furnishing and installation of new auxiliary chamber HPU on middle wall, including all associated electronics and hardware.g.   Furnishing and delivery of spare motor and pump for auxiliary HPU.h.   Furnish and install new miter gate position feedback sensors.i.    Modification of existing control software to allow for automated miter gate operation and HPU monitoringj.    Demolition and disposal of existing HPU located in the middle wall operation building. This includes all motors, pumps, reservoir, raised skid, associated piping, and proper disposal of hydraulic oil.k.   Demolition and removal of all existing hydraulic oil lines on the land wall, including all lines for pressure, return, drain, and filling, valving, and proper disposal of hydraulic oil.l.    Integration of new system with existing fiber optic communication cabling.Removal and proper disposal of hydraulic oil will be required.  Removal and proper disposal of electrical equipment will be required. Ferrous and all other construction waste material will be disposed of at commercially permitted facilities licensed to accept waste or recyclable materials as applicable.Construction work will occur in close proximity to waterway traffic and operating lock and dam gates.
