This is a competitive negotiated contract where evaluation is based on\nvarious criteria.\n\n. Funding. This project will be fully funded by the Special Education Grant. Offers or\n\nproposals may also be rejected, and no contract may be awarded by the Procurement\nOfficer pursuant to the Republic of Palau Procurement law.\n\nInspection. Offeror acknowledges that the submission of a proposal provides the Republic\nof Palau the right to inspect at reasonable time the part of the plant or place of business\nof a contractor or subcontractor which is related to the performance of any contract\nawarded by the government. Failure to allow inspection may result in the rejection ofthe\nproposal/offer.\n\nBusiness Laws and Taxes. A successful contractor must comply with local business laws\nand shall be subject to applicable Republic of Palau taxes and fees. The\nconsultant is recruited to build a database system for the Palau Special Education Program for Palau\nSchools that can be used by all different users, teachers, administrators, providers and case managers in\nthe Special Ed Program to collect, extract, and monitor program services and delivery in a timely manner\nto meet local and federal program compliance.\n\nPurpose and Background:\n\nThe Ministry of Education is responsible for managing, operating and promoting the public elementary\nand secondary school systems throughout the Republic and developing and implementing educational\ncurricula and standards.\n\nThe Ministry of Education is the sole provider of public education in Palau and provides core\ninstructional programs in the areas of Reading, Language Arts, Math, Science, Social Studies, Palauan,\nCareer & Technical Education including Special Education. The system comprises 18 Elementary Schools\nand 1 Public High School. It employs approximately 250 teachers and principals and serves\napproximately 3,000 students.\n\nThe Ministry is recruiting a Consultant with expertise in data management systems to build a database\nsystem for the Palau Special Education Program that can be used by all different users, providers, and\ncase managers in the Special Education Program to collect, extract, and monitor program services.\nDelivery is executed in a timely manner and meets all local and federal program compliance.\n" "Scope of Work:\n\n1. Build the system to capture the critical data that is needed for Palau Schools\nInformation System and Special Education Programs aligned with program services and\nreporting.\n\n3. Build the system to be able to collect data primarily from student, teachers, and parents\nof all Palau Schools.\n\n4. Build a system that MOE has full capability to manipulate, extract, and reload the data in\nthe system.\n\n5. Build a system with specific reporting capabilities identified by MOE.\n\n6. Build a system that will store, manage, and disseminate operational policies and\nprocesses to facilitate staff knowledge and awareness.\n\n7. Build a system that allows a Ministry to quickly make functional changes and additions.\nPeriod and Conditions of Performance:\n\nConsultant will be contracted for a period of six months, with the option to renew the project for up to\nfive years with the Special Education Team to build a database system that will incorporate and\nconsolidate all existing MOE systems. It is required for consultants to deliver this project onsite to be\nable to work closely with the MOE Team to build a database system.
