This is a Request for Information (RFI) issued by The United States Army, on behalf of the The Multinational Aviation Special Project Office (MASPO), for information and planning purposes only.  MASPO is conducting market research seeking potential sources, including small business (SB), 8(a), HUBZone, and Service-Disabled Veteran-Owned small businesses, that can satisfy the requirement for providing an analog weapons management system (WMS).  Firms responding shall specify that their products meets the specifications provided below and provide detailed information to show clear technical compliance.  THIS IS NOT A SOLICITATION for proposals and no contract shall be awarded from this RFI.  Any information provided by industry to the Government in response to this market survey is strictly voluntary.  The Government assumes no financial responsibility for any cost incurred associated with providing information in response to this RFI or any follow up information requests.The applicable
North American Industry Classification System (NAICS) code assigned to this procurement is codes 332992.The objective of this requirement is to provide an analog weapons management system capable of interfacing with the Digital or Analog .50 caliber Machine Gun Weapons Pod via a MIL-STD 1760 connector, the standard (analog) M260 rocket launcher, and the standard .50 caliber aircraft gun system.  Specifically, the WMS will control an FN Herstal HMP 400 .50 Caliber M3P Machine Gun Pod (digital or analog) and an M260 Rocket Pod with the option of also supporting a standard .50 caliber aircraft gun system.  The WMS must have the capability to provide selection of the independent rocket munition by two zones (Zone A and Zone B).  The WMS must have the capability to independently jettison the two weapons systems stored on a standard ALKAN 2037 ejector racks.Additionally, desired capabilities of the WMS are the ability to provide a remote fuze setting function for rocket warhead fuzing, ability to control a predetermined number of rounds per trigger pull (burst control) and ability to display ammunition rounds count remaining for the HMP 400 .50 Caliber M3P Machine Gun or standard .50 caliber aircraft gun system.Interested parties should provide specific data via commercial white papers on their proposed WMS that address the following:Current DoD WMS component use and qualification on any rotary wing aircraftCurrent status of DO-178C Software Considerations in Airborne Systems and Equipment Certification, including the current software Design Assurance Level (DAL) (if any)Current DO-178 Software Coding Standard (if any)Current DO-178 Software Requirement Standard (if any)Current DO-178 Software Design Standard (if any)Anticipated production lead time and schedule to produce and deliver up to 10 complete WMS; manufacturing capability to deliver the first two complete WMSs within 180 days of procurement order with follow-on deliveries every 30 daysAnticipate per unit cost (FY20 dollars)Compliance with the Directorate of Defense Trade Control governed by 22 U.S.C. 2778 of the Arms Export Control Act (AECA) as implemented by the International Traffic In Arms Regulation (ITAR) for export to a Foreign Country.The submission should also include the following minimum information:1) Organization name, DUNS number, address, email address, Web site address, telephone number, and size and type of ownership for the organization2) Capability statements or similar appropriate literature requested, highlighting the organization’s capabilities and qualifications in the designated area.  If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should state this.3) Identify whether or not your organization is a small business concern, or other socioeconomic small business concern.  Documentation verifying status as a particular concern is welcome (SAM registration is acceptable).Based on the responses to this RFI, this potential requirement may be set-aside for small businesses or procured through full and open competition.Follow-up discussions may be conducted with respondents.  It is desirable that data be received with unlimited rights to the Government.  Nevertheless, we recognize that proprietary data may be included with the information provided.  If so, clearly mark such proprietary information and clearly separate it from the unrestricted information as an addendum.Technical questions concerning this announcement may be submitted via Email to Fred Alcorn, at, fred.l.alcorn.civ@mail.mil.
