DescriptionThe U.S. Department of Homeland Security, U.S. Immigration and Customs Enforcement (ICE) seeks information for a 25 Yard and 50 Yard Gun Range facility to determine interest, capability, and socio-economic category of protentional sources to support the New York Field Office.This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified sources; (2) whether they are small businesses; HUBZone; service-disabled veteran-owned, woman-owned, 8(a), etc.; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Note: If you are submitting a capabilities statement and your firm does not own/operate the proposed
range facilities, your capabilities statement must address how your firm will meet performance requirements/Limitations on Subcontracting. See Federal Acquisition Clauses 52.219-3, 52.219-14, 52.219-27, or 52.219-29 for information concerning performance requirements/limitations.This RFI does not commit the Government to contract for any supply or service. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. The Government will not reimburse interested sources for any costs incurred in the preparation of a response to this notice and submittals will not be returned to the sender. No award will be made from the RFI. PurposeThis RFI seeks the use of commercial or Governmental firing ranges which are required to allow agency personnel to train and qualify on various weapons used in the performance of their duties. This RFI seeks obtain a secure indoor or outdoor tactical firing range and training facility which are required to allow agency personnel to train and qualify on various weapons used in the performance of their duties.   The facility shall accommodate 301+ officers conducting quarterly law enforcement firearms training, practice, and demonstration of proficiency firing sessions. The facility shall be within a 25-mile radius of ERO NY, 26 Federal Plaza, New York, NY 10278 and must exceed OSHA health and safety standards per ICE guidelines.Available service providers are requested to respond to this RFI with a Capabilities Statement describing their approach for partnering with the Government to cover the service requirements described above.  The proposed range must meet the following standards to minimally qualify for consideration:1.    Proximity to a Level I Trauma Center.2.    Proximity to ERO NY. 3.    Availability of a private on-site classroom for instruction and briefings capable of hosting 16 trainees plus instructors in any session.4.    Availability of a suitable 25-yard firearms range with a minimum of 10 shooting points.5.    Availability of a suitable 50-yard rifle gun range with a minimum of 10 shooting points.6.    Availability of a minimum 10-lane tactical range that can accommodate 10 shooters at a time for daily use that is clean, extremely well ventilated, and flat, with no external obstructions; ICE staff must be allowed to introduce props, i.e., chairs, cones, barricades, etc.7.    Shooters must be able to train while shooting from all areas of the range in a non-static environment.8.    Must have targets which can turn and change distances automatically.9.    Availability of off-street/onsite parking in compliance with Americans with Disabilities Act (ADA) for officer safety.10.    Availability of potable water and clean male and female bathroom facilities.Submissions. The capabilities statement shall not exceed four (4) pages in length, can be in either PDF or MS Word Format, Times New Roman font type and 12-point font size. A coversheet is excluded from the page limitation and shall not exceed one (1) page and shall contain at a minimum the following information:a)    Company Contact Information to include:•    Firm Name•    Primary Point(s) of Contact with telephone number(s) and email address(es)•    Firm Mailing address and telephone number•    Firm’s NAICS Code and socioeconomic classification•    DUNS Number•    Product Service CodeSubmission by all qualified interested firms shall be provided via email to the Government Point of Contact (GPC): Mona Parikh, Contracting Officer, at Monali.Parikh@ice.dhs.gov and Musa Kamara, Contract Specialist, at Musa.Kamara@ice.dhs.gov . Submissions are due no later than 1:00pm ET on April 21, 2022. The subject line of the email should read: “RFI: 25 Yard Gun Range Facility” Extraneous materials such as brochures will not be considered.QuestionsQuestions shall be submitted in written form via email only to the above stated GPCs by no later than 11:00pm ET on April 15, 2022. Responses to inquiries is at the Government’s discretion. Telephone inquiries will not be addressed. Currently no solicitation exists; therefore, DO NOT REQUEST A COPY OF THE SOLICITATION.--END--
