INTRODUCTIONThe Transportation Security Administration (TSA) is conducting market research to determine interest, capability, and socio-economic category of potential sources for Firing Range Services to support the Newark, NJ Field Office within the Office of Law Enforcement at TSA.This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified sources; (2) whether they are small businesses; HUBZone; service-disabled veteran-owned, woman-owned, 8(a), etc.; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible.Note: If you are submitting a capabilities statement and your firm does not own/operate the proposed range
facilities, your capabilities statement must address how your firm will meet performance requirements/Limitations on Subcontracting. See Federal Acquisition Clauses 52.219-3, 52.219-14, 52.219-27, or 52.219-29 for information concerning performance requirements/limitations.BACKGROUNDThe use of commercial or Governmental firing ranges are required to allow agency personnel to train and qualify on various weapons used in the performance of their duties.SCOPEThe requirements for an acceptable range are included in the DRAFT REQUIREMENTS section below. The intent of the acquisition is for the rental/usage of existing ranges meeting all specifications outlined in the DRAFT REQUIREMENTS.RESPONSE INFORMATIONIn order for the TSA to improve its understanding of market capabilities and identify qualified vendors that are capable of providing the required services, a Contractor's Capabilities Statement is requested. This statement must identify your company's capabilities to meet the requirements identified in the attached DRAFT Statement of Work (SOW), Full Company Name, DUNS Number, Company Point of Contact, mailing address and phone number, Current Business Size (i.e., small business, 8(a), woman owned, veteran owned, etc.), and what experience you have providing similar and/or same services.The capabilities statement shall not exceed four (4) pages in length and shall be in either PDF or MS Word Format.Please send responses with a subject heading of "Firing Range Services - Newark, NJ" Send your capability statements to Kevin Newton at kevin.newton@tsa.dhs.gov by 10:00 AM Eastern Time on October 25, 2018. The website for registration is www.sam.gov.DRAFT REQUIREMENTSThe Department of Homeland Security (DHS), Transportation Security Administration (TSA) has a requirement for a firearms range to conduct advanced firearms training. The primary range facility must be indoors, but may also be an indoor/outdoor combination (see below following standards) and shall be located within a 40 mile radius of the West Orange, New Jersey area.The range shall comply with applicable, local, state and federal regulations, including but not limited to, lead exposure. Vendors shall submit their most recent certification of lead exposure testing and/or its most current OSHA compliance certificate/letter and air sample for lead with submission of their quotation.The Government has the unilateral right to terminate the contract for cause at any time if the contractor is not in compliance with OSHA standards and regulations.The following OSHA programs are applicable:Lead:• 29 Code of Federal Regulations (CFR) 1910.1000, Air contaminantshttp://www.gpo.gov/fdsys/pkg/CFR-2014-title29-vol6/pdf/CFR-2014-title29-vol6-sec1910-1000.pdf• 29 CFR 1910.1025http://www.access.gpo.gov/nara/cfr/waisidx_10/29cfr1910a_10.html• Environmental Protection Agency (EPA): Best Management Practices for Lead at Outdoor Shooting Ranges.http://www2.epa.gov/lead/best-management-practices-lead-outdoor-shooting-ranges-epa-902-b-01-001-revised-june-2005Signs and tags:Section 1910.145https://www.osha.gov/Reduction_Act/TAGS-SUP.htmlThe proposed range shall meet the following standards to qualify for consideration:• The range shall be within a 40 mile radius of the West Orange, New Jersey area.o The location must be accessible via primary travel on a major thoroughfare with travel time no greater than one hour.• DHS will have priority of use / scheduling so long as 20 days advance notice is provided.• Training by DHS personnel cannot be audio or visually recorded or photographed without prior written consent from DHS.• Range must accommodate the full Surface Danger Zone (SDZ), Vertical Danger Zone (VDZ) and ricochet danger for the types of ammunition being used.• The range must be available on a daily basis Monday through Friday and include the ability to schedule on weekends and holidays if needed.• DHS will use the range a minimum of 100 days per year. Range use is typically one month each calendar quarter. Within that quarter, DHS range usage is typically allocated as follows:o 5 days per weeko 20 days per month (concurrently excluding weekends)o 8 hours each day.o An additional 5 concurrent days will be needed at the end of each Quarter to accommodate additional training of DHS personnel.• Scope Determination: The exact number of hours of range use is subject to change annually due to a variety of reasons. Hours in excess of the hours specified in the contract line items are inherently considered to be within the scope of this contract; however, any such excess hours shall be processed via a modification to the contract. The contractor shall not exceed the contracted number of hours without prior approval from the Contracting Officer via contract modification.• Approximately 35,000+ rounds are anticipated to be fired each month.• The facility must offer an indoor range for primary use due to local winter temperatures and inclement weather (minimum of approximately 50-65 days, approximately October - May).o Range must be able to accommodate low light / no light fire during daylight hours on all scheduled days.o The indoor range temperature must be maintained in accordance with ASHRAE Standard 55-2013 while occupied. The range shall possess suitable heating / cooling systems and approved ventilation system in conformance with existing OSHA standards (see applicable OSHA standards above).• If the facility also offers an outdoor range, it may be utilized during fair weather months (up to 35-50 days, approximately June-September).o Outdoor firing positions will be covered and water directed away from the firing line to allow for all weather use.o Outdoor range must have a structure to provide shade and rain protection for up 25 persons and sufficient drainage.o The range must have electrical outlets at the structure site.• The designated range area must be closed to the public and public observation during the corresponding hours of DHS use.• All ranges must possess a minimum of 12 firing positions with distinct shooting positions for the 1.5, 3, 7, 15 and 25-yard lines.o Firing line(s) will be clearly marked and continue for the full length of the firing position.• All ranges must possess target carriers to hold targets or remote controlled turning targets compatible with various target sizes.• All ranges must accommodate the use of portable steel targets.• All ranges must be able to accommodate all handgun calibers including no lead frangible ammunition for steel targets.• All ranges must accommodate all types of shotgun and rifle ammunition.• Range rules must not disallow students from:o Drawing and firing from the holster.o Turning and then drawing and firing from the holster.o Multiple shot and rapid-fire drills.o Shooting while moving forward of the firing points when instructed and monitored by a qualified firearms instructor, (i.e., tactical movements and other tactical shooting style drills).o Shooting from the standing, kneeling and prone positions.o Moving between firing points or positional transition shooting (i.e. standing to kneeling transitions).o Shooting from behind barricades.• Range shall provide:o Parking for up to 30 vehicleso Hearing protection headsets with radio communication abilities. These headsets must have radio capability so the DHS Range Instructors can communicate with one another from the tower to the firing line. The hearing protection rating must provide a minimum noise reduction rating of 35db within 15 yards of a firing line. A minimum of 5 headsets must be provided. Portable radios must also be provided that can be used with these headsets.o A securable storage area solely for DHS use and accessible only to DHS employees. Minimum dimensions 20' x 8' x 8' (Example: Conex 20 foot shipping container) Capacity and suitable security to store a minimum of 75,000 rounds of ammunition, a minimum of 1,000 cardboard targets and two (2) sets of three (3) aircraft seat configurations, as well as portable steel targets and storage containers.o Movable / removable barricades for use at the 15 and 25 yard lines. Any barricades, barricade holders or covering supports on the range shall be constructed of a material that does not deflect/ricochet rounds that inadvertently strike it. (Example: wood)o A designated weapons cleaning / maintenance area, which will be covered overhead or enclosed. If enclosed, temperature must be maintained in accordance with ASHRAE Standard 55-2013 while occupied. Weapons cleaning area will be large enough to accommodate cleaning tables/benches and cleaning materials. The designated area must be closed to the public during the corresponding hours of DHS use.o Sweeping equipment and collection containers, or equivalent, for all expended casings.o Weapon cleaning materials such as rods, bore brushes, patch tools, solvent, patches, oil etc. in the caliber(s) utilized by DHS personnel.o Classroom / conference room facility suitable for up to 25 persons, with a marker board or equivalent. The designated area must be closed to the public during the corresponding hours of DHS use.o High speed internet access through a Wi-Fi connection for use by DHS personnel.• The range must have male/female washroom/restroom facilities with running water in proximity.• Signal for cellular phone service must be adequate or if signal cannot be obtained a landline must be installed for emergency calling.• Disposal of all contaminants associated with live fire, including bullet trap / ventilation filter etc. will comply with local, state and federal regulations and is the responsibility of the contracted range.• Electrical outlets and wiring will meet applicable federal, state, and local codes.• Emergency egress plans and fire protection will be in compliance with local, state, and federal regulations and will not require travel downrange from the primary firing line.• Warning signs will be in accordance with OSHA standard section 1910.145.• Roads and parking will be accessible by passenger vehicle, light or medium trucks, and vans. Contact Information: Kevin Newton, Email kevin.newton@tsa.dhs.gov Office Address :601 S. 12th StreetTSA-25, 10th Floor Arlington VA 20598 Location: Headquarters TSA Set Aside: N/A
